based in Switzerland

The position occupant, in coordination with other services at headquarters, will ensures the operational continuation of missions and programmes in the area of intervention and s/he will be responsible for the general coordination of Terre des hommes operations.

Position Start Date: As soon as possible. Position Location: Switzerland with travel on the field (40%) Deadline: 15.10.2011

Main Duties: • Coordinate and validates with the Programme Manager the institutional policy and strategy incorporating feedback from the field and supervises their implementation • Coordinate and supervises the meeting of objectives defined in strategic project plans • Validates and ensures good financial monitoring in Afghanistan and Pakistan (budget, accounting, working capital) • Ensure monitoring of aspects linked to safety & security and supervise the establishment and respect of Tdh safety & security procedures • Ensure the writing of project proposals, concept papers • Coordinates the negotiation of contracts and ensures contact with and monitoring of funding institutions • Receive and validates all narrative and financial reports addressed to funders, whether they must be sent from the field or from HQ • Is committed to supplying the Tdh site regularly with pertinent and quality information about the contexts s/he is responsible for • Participate in the recruitment of expatriate staff with the HR department

Requirements: • 10 years experience of working in an a developing country and humanitarian contexts • Is available for frequent field missions (40%). • University degree or equivalent • Languages: French, English with excellent reporting skills. German will be an asset. • Maintain excellent relations with the GoA and main actors such as the SDC, EC and UN bodies and INGOs. • Experience of Human Resource Management: good interpersonal skills. • Strong team leadership qualities. A commitment to excellence. Attention to detail. • Has a full understanding of the geopolitical aspects linked to the contexts which he/she is responsible for. • Has a precise knowledge of the actors (NGOs, funders) present in the fields of intervention which s/he is responsible for.
• Maturity and good judgement: able to act clearly and decisively in difficult, stressful conditions. • A commitment to safety and security and the ability to engender this in all staff members. • An solution / outcome oriented approach to programme management supported by a professional knowledge and experience of the principles of Project Cycle Management
