UN WOMEN: SECURITY ASSISTANT

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The threat against the United Nations senior officials requires a comprehensive security management strategy of which, executive security support based on security risk assessment, is one component and continuous threat and mitigation analysis is another. The UN Women Security Office monitors threat information and provides security support to UN Women Senior Managers in line with current threat analysis.

Based at UN New York Headquarters and reporting to the UN Women Security Advisor, Management and Administration Division, the Security Assistant will focus on providing executive security support to senior managers, through the implementation of UN/UN Women and host country protection policies and procedures, as well as through the application of UN Security best practices. S/he will also provide security support to the headquarters crisis management structure as and when directed by the Security Advisor. S/he will carry out the responsibilities outlined below in support of the Executive Director's Office or as directed by Security Advisor.

1. Security & Crisis Support

  • Conducts sensitive area surveillance checks of identified priority locations at the UN Women headquarter;
  • Assists with emergency training for the UN Women Executive Director's Office on security procedures and crisis preparedness;
  • Provides executive security support in the event of an emergency at HQ;
  • Coordinates threat information in regards to UN Women senior managers with the HQ Security Advisor;
  • Implements threat mitigation strategies as directed by the Security Advisor;
  • Coordinates security support for family members of the UN Women Under Secretary General and Executive Director based upon threat and security advice;
  • Coordinates with local law enforcement authorities and other security professionals regarding events which may impact the safety and security of UN Women senior managers:
  • Reports daily to the Security Advisor on the current status of threat and risk mitigation measures employed for the protection of UN Women senior managers;
  • Surveys, tests and provides recommendations to the Security Advisor regarding the effectiveness of current mitigation measures / strategies in place for the safety and security of UN Women senior managers and their dependents.

2. Driving and Maintenance

  • Manages the day to day secure movements of senior UN Women managers, their families, and other high-ranking officials, and carries out all other assignments assigned;
  • Operates UN Women executive vehicle for the safe transport of authorized passengers;
  • Oversees the maintenance, repair and cleanliness of the UN Women executive vehicle;
  • Performs daily security and safety inspections of vehicle and its associated emergency equipment;
  • Conducts advance review of travel itinerary in order to determine safest travel routes, location of emergency services facilities, and available emergency response options;
  • Maintains the upkeep of maintenance and repair documents associated with the vehicle;
  • Maintains official logbook of travel, daily mileage, gas consumption, and vehicle maintenance;
  • Ensures that established SOP is implemented in the case of a vehicle accident or other emergency;
  • Coordinates special services required for visits of foreign dignitaries to UN Women Office in Daily News building;
  • Other security and coordination tasks and assignments as directed by UN Women Security Adviser and or Chief of Staff as required.

3. Administrative Tasks

  • Addresses requirements for the Under Secretary General and Executive Director by coordinating her/his schedule and special services required for visits of foreign dignitaries;
  • Ensures that the steps required by UN standard rules and regulations are taken in case of involvement in an accident;
  • Ensures that communication channels with local law enforcement are effective;
  • Continuously reviews local emergency laws, instructions and advises on changes, in order to ensure that senior managers' security regime is effectively employed;
  • Continuously keeps abreast of local news media for threat additional threat information.

4. Learning

  • Spends 10% of working time on learning and self-development in the area of Risk Mitigation, Threat Analysis and defensive driving techniques;
  • Keeps abreast of international security trends;
  • Keeps abreast of latest electronic surveillance techniques.

Impact of Results

The incumbent plays a crucial role in terms of the executive security of high ranking UN Women officials and their dependents.

Required Skills and Experience

Education:

  • Secondary education is required. University degree in a relevant discipline is an asset, but not required;
  • Personal Protection Specialist (PPS) Certification or equivalent and Executive Protection Training desired but not a requirement;
  • Formal certification in Defensive Driving training.

Experience and technical requirements:

  • A minimum of 5 years of relevant experience in security, policing or military preferably in a large or international corporation or organization;
  • Experience in minor vehicle repair and vehicle maintenance routines;
  • Must possess a valid U.S. driver's license with clean driving record;
  • Prior experience in personal protection for governmental or executive VIP;
  • Knowledge of security management and risk management practice.

Language Requirements:

  • Fluency in English required;
  • Proficiency in another UN working language, especially Spanish is desirable.
