Water and Sanitation Delegate in Leogane

The Water and Sanitation delegate is responsible for water and sanitation with emphasis on sanitation component of Leogane Water and Sanitation project. The delegate must ensure safe water, sanitation, health education and community participation is encouraged and delivered using an integrated public health approach while supporting every opportunity for Water and Sanitation capacity building within the host National Society (Haitian Red Cross.

Specific Duties, Responsibilities and Accountabilities:

  1. Works closely with the National Society at all levels, where practical, furthering the public health/Water and Sanitation agenda wherever possible, while assisting national society staff and volunteers to effectively implement Water and Sanitation Projects and Programmes.

  2. Works closely with the National Society during the assessment and project planning process while in close co-operation with Health, OD and DMC components both within the National Society and Federation Delegation.

  3. Responsible of the sanitation technical aspect– design and execution of various sanitation solutions.

  4. Responsible for the implementation of sanitation component of Leogane Water and Sanitation project which includes:

  • Field assessments and monitoring activities.

  • Managing a large team of national staff.

  • Managing a workshop in which the sanitation solutions are constructed.

  • Managing the stock of materials and producing requisitions in reasonable time lead management of field equipment, resources and assigned assets.

  1. Responsible for ensuring that the sanitation component is integrated with software (health, hygiene promotion activities and community participation) and with water related activity plans, and carry out together with the National Society staff and volunteers the following tasks to improve health and reduce vulnerability of the beneficiaries by:
  • Ensuring SPHERE standards are attained and maintained where appropriate.

  • Ensuring international and/or national Water and Sanitation standards are maintained.

  • Ensuring adequate sanitation facilities are available to all members of the community or target group to include excreta disposal and where appropriate bathing/laundry facilities.

  • Ensuring other sanitation needs are addressed where appropriate (vector control, waste water management, solid waste management, hazardous waste management).

  1. Ensures knowledge capacity building for labours and National Society staff, in Water and Sanitation hardware / software and in implementation project planning, and practical skills.

  2. Liaises with and encourage the National Society to engage effectively with ICRC, Government bodies at all levels, United Nations and international humanitarian organisations, NGO’s, CBO’s, community groups, beneficiaries and the private Water and Sanitation sector where appropriate.

  3. Produces regular, timely and accurate narrative and data reports for the Federation.

  4. Ensures that the Health & Care agenda is holistic and encompasses fully Water and Sanitation as part of public and preventative health.

  5. Works as a team member and shares views and plans with other Water and Sanitation and Health team members and others departments as required.

  6. Respects and follows the key Federation technical documents (Water and Sanitation policy, Strategy 2010, Health & Care policies, GWSI, MDGs, SPHERE, PHAST etc.,) and contribute where appropriate to the Global Federation Water and Sanitation/Health agenda.

  7. Participates and is involved in relief operations, if requested.

Qualfications:

 Basic Delegates Training Course or equivalent knowledge

 Degree or diploma in Environmental or Civil Engineering

 Degree or Diploma in Public Health or in a Community / Social Development Field

 Further qualifications in Water and Sanitation or Civil Engineering

Experience:

 Minimum two-year working experience on Water and Sanitation in a less developed country and/or minimum three-year working experience on Water and Sanitation in a developed country.

 Experience of working for a humanitarian organization and / or the Red Cross / Red Crescent Movement.

 Experience working on both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups.

 Experience of project planning and budgeting, supervision and management to include monitoring and evaluation.

 Experience of producing narrative and financial reports.

Skills:

 Self-supporting in computers (Microsoft Office Programs, Word, Excel, PPT.)

 Valid international driver licence (manual gears)

 Training and Developing skills of staff

Languages:

 English Berlitz level 7

 French Berlitz level 5

Additional Information:

HEALTH: Malaria and Dengue fever is present in Haiti and HIV prevalence is high, Diarrhoea due to poor water and sanitation. Vaccinations required: Measles, Tetanus, Polio, Mumps, Rubella, Diphtheria, Pertussis and Varicella Strongly recommended: Hepatitis A and B Typhoid and Cholera, Pandemic influenza A (H1N1) 2009, Meningitis and Rabies.
