PPP Advisory Services Principal/Lead Officer

The Inter-American Investment Corporation (IIC) is the private sector lending arm of the Inter-American Development Bank Group (IDBG). The Public Private Synergies Division of the IIC facilitates cooperation between the IDB and the IIC and generates knowledge products that promote strategic focus and impact. The division manages coordination with the IDB at the country, regional, and sector levels.
 
Public private partnerships have become one important area of work that the IDB Group is undertaking to close the infrastructure gap in the region, one of the priorities in the IIC’s business plan. Closing this gap requires an increase in public and private financing. The IIC will endeavour to help optimize the private financing mechanisms fostering PPP developments.

Main Functions and Responsibilities
  • Lead the creation of a group (including devising a work plan, and managing necessary resources) that will provide PPP advisory services.
  • Coordinate closely with IDB and IIC stakeholders working in the PPP sphere. 
  • Represent the IIC in the dialogue with governments, and the private sector regarding PPP topics. 
  • Proactively undertake business development for PPP services in the region. 
  • Lead the day to day management of project teams, or consulting firms, working on the provision of services including: d
    • Delivering whole project structuring package (engineering, socio-environmental, legal, financial modelling, communications, promotion activities)
    • Project Management Office (PMO) advisory: government clients provide all technical parts and IIC coordinates a consistent implementation approach towards leading project to market.
    • Bankability Assessment: once concession agreement drafts are ready, IIC provides comprehensive assessment regarding the risk matrix and financial model accuracy as well as best practices adoption.
    • Support in market sounding / improved promotion efforts: support government clients in the screening of market attractiveness and its key drivers and/or deal-breakers to maximize competition.
    • Advisory in private initiatives / unsolicited proposals: provide qualified third-party assessments on value-for-money and public interest degree of private submitted proposals and studies. Support government clients for the most appropriate private initiative choice
    • Strategic advisory to private clients: support private clients on their bidding strategy, reviewing financial model and advising clients during bidding stage (Q&A, financial model validation, competitive intelligence on market players) 
  • Analyze, structure, and develop innovative PPP projects and present recommendations to clients. 
  • Manage client expectations and provide appropriate advice as necessary through proposing practical solutions. 
  • Manage marketing of project concepts to bidders, completing road-shows, prequalification, tendering and award, and negotiations. 
  • Disseminate the knowledge from activities described above. 
  • Assist in other project or strategy related activities as the need may arise. 
  • Develop, coach, motivate and manage junior members of the team.
Qualifications
  • Education: An advanced degree (at least Master’s, MBA, or equivalent) in economics, finance, development studies, business administration, civil engineering, or other relevant field. 
  • Experience: At least 6 years of relevant experience in the PPP advisory services area. 
  • Knowledge of Public Private Partnership schemes in LAC. 
  • Candidates should possess a clear understanding of private sector operations (including those of multilateral and/or development finance institutions), the operational frameworks of the IIC, public sector or other multilateral institutions (including their special governance, mandates, safeguards and human resources structures)
  • Entrepreneurial skills and ability to take initiative and identify new areas of work that would bring value to the IIC.
  • Experience working with multi-lateral institutions is a plus.
  • Collaborative and ability to work well in teams.
  • Language Skills: oral and written proficiency in English and Spanish required; knowledge of Portuguese and/or French is a plus.

to interpret market behavior and understand developmental progress/impact.
Project Design and Structuring:  Designs and structures projects that are sustainable, financially and developmentally sound and contribute to the IIC mission.
