Terms of Reference

Consultant A team of two consultants who are citizens of a Commonwealth country or a firm or other relevant entity legally registered in a Commonwealth country
Duty Station: Castries with travel to other parts of St Lucia

Responsible to: The Director, Special Advisory Services Division, Commonwealth Secretariat or his nominee

Duration: May 2011 to September 2011

Brief Background

The Commonwealth Secretariat (COMSEC) is providing assistance to the Government of St Lucia in designing a beach risk management and standards framework. This is a follow up to a pilot study conducted in 2009 with the assistance of the European Union. COMSEC assistance will builds on some of the recommendations of the pilot study.

Scope of Work

The successful consultants will conduct the following work:

1. Undertake a processes leading to design of draft national standards in the following four areas:
a. Education and Information
b. Signage, Access and Zoning based on ISO 2012 parts 1 and 3
c. Supervision and Rescue
d. Beach Facilities

The draft national standards will be handed over to the St Lucia Bureau of Standards for review and process of conformity to the country’s standardization process.

2. Develop a communications strategy aimed at raising awareness on beach safety and management. The consultants should assist in activities to operationalize the strategy. There will be a close and direct link between this activity and the activity on designing the draft national standard on education and information shown above.

3. Conduct an institutional capacity assessment of the National Conservation Authority which has the responsibility for sanitary conditions and access to beaches. There will be need to also examine its links to other organizations that play a role in beach management.

4. Provide guidance on sourcing of resources for placement of comfort services and identification of potential sources.

5. Hold no less than two public and stakeholder consultations.

Key Deliverables

The successful consultant (s) will be required to deliver the following:

1) Inception report
2) Draft national standards on Education and Information; Signage, Access and Zoning; Supervision and Rescue; and Beach Facilities.
3) A beach safety and management communications strategy.
4) Institutional assessment report.
5) A Guide on resources for comfort services which should form part of the institutional assessment report.

Level of Effort and Duration

Sixteen (16) person weeks over five months.

Budget

COMSEC has allocated an all inclusive budget of £35,000 for hiring consultancy services which will cover professional fees at £300 per day, economy class travel to St Lucia, daily subsistence allowance while in St Lucia and local travel within St Lucia.
Required Experience and Qualifications
Interested consultants must possess the following:
1) Experience in beach safety management.
2) Experience in development of national beach standards and knowledge of international standards on beach safety.
3) Minimum of a University Masters degree.

Preparation of Proposals

Proposals should clearly indicate the following:

1. Methodology proposed to undertake activities outlined in the scope of work.
2. Proposed work plan and milestones.
3. Proposed budget with all costs components clearly broken down. This should not include the cost of holding public and stakeholder consultations as these will be funded separately by COMSEC.
4. Detailed CVs of the proposed two consultants clearly indicating the experience and qualifications required for this assignment.
5. The role to be played by each proposed team member.

Reporting Arrangements

The successful consultant will sign a contract with COMSEC. COMSEC will be responsible for contract payments. A small project steering committee will be constituted by key organizations in St Lucia namely Ministry of Tourism, Ministry of Physical Development and the Environment, National Conservation Authority and St Lucia Bureau of Standards. The lead organization will be the Ministry of Tourism.
