Team Leader, Procurement and Supply Management
The Procurement and Supply Management (PSM) Team coordinates the procurement, supply and management of pharmaceuticals, health products and health-related equipment with the aim of providing an uninterrupted supply of quality-assured products in the most cost-effective way. This covers all aspects of the supply chain, including selection, procurement, distribution, inventory control and monitoring use. The scope of the role extends from high end preparation of tenders and supplier negotiation through to providing tools and capacity building for recipients to manage their own stocks.
Whilst the role currently has a primary focus on the Global Fund and Pacific Islands HIV and STI Response Fund grants within PHD’s grant portfolio, the role may incrementally increase to a PHD-wide approach across the 2011 calendar year as PHD brings its new organisational structure into effect. This will expand the role’s grant management responsibilities to include the whole of the PHD portfolio, including the areas of non-communicable disease funding frameworks.
The overall scope of the role, and in particular the internal and external working relationships at SPC, may be affected as a result of the organisational reform.
MAIN ROLES AND RESPONSIBILITIES
Overall burden and impact of diseases
1. National and regional strategies
- Ensuring uninterrupted delivery of high quality pharmaceutical and other health products to participating programmes.
2. Country capacity building
- Providing technical advice on good procurement and supply practices, including product testing, to support national programme implementation.
Strengthened national health systems
3. Quality and compliance
- Developing and maintaining a PSM contracting strategy (standard bid tools, etc.) for good purchasing practices and supplier performance evaluation for SPC-sourced pharmaceuticals and health products and equipment.
Determinants of health
4. Gender and human rights sensitivity
- Working on initiatives to increase country and partner planning for, and evaluation of, efforts to reduce gender and sexual orientation barriers to achieving universal access to services.
5. Multi-sectoral approaches
- Supporting and strengthening national and regional strategic PSM initiatives (including a focus on streamlining sourcing, contracting, supplier management and performance measurement), e.g. Fiji Pharmaceutical and Biomedical Services (FPBS) in Suva regional procurement.
Scope, efficiency and impact of interventions
6. GMU management
- Participating in the GMU management along with the other Team Leaders and under the leadership of the GMU Manager.
7. Knowledge sharing
- Working on initiatives to provide tools and systems to capture, evaluate and feed information into national programme decisions regarding good systems and processes for PSM beyond the three diseases currently managed under the GMU (i.e., TB, malaria and HIV/STIs).
8. Optimised investments
- Preparing and using documented systems to routinely evaluate the effectiveness of high quality, comprehensive PHD PSM plans prepared according to donor requirements.
9. Alignment and harmonisation
- Supporting efforts to map and harmonise work plans and processes within SPC and PICTs and, regionally, in regard to common purchases from multiple funding sources.
SELECTION CRITERIA
Essential
- University degree in pharmacy, public health management, public administration or other qualification directly relevant to the position description.
- At least seven years’ direct responsibility for the operation of transparent and cost-effective procurement supply chain management systems at the international or national level, including a focus on design and quality improvement.
- Demonstrated capacity in forecasting and quantifying pharmaceuticals and other health products and equipment needs.
- Demonstrated capacity in developing and delivering training programmes.
- Familiarity with analytical techniques for decision making.
- Fully competent in the use of computers and office software packages (Microsoft Word, Excel, PowerPoint, Jet Reporting).
- Fluency in oral and written English.
Desirable
- Internationally recognised certificate in work-place training.
- Relevant work experience in developing countries, ideally in the Pacific Island region.
- Budgeting and finance management experience.
- Advanced knowledge of web-based management systems, preferably in the health or pharmaceutical industry.
- For English speakers, a working knowledge of French.
