JOB DESCRIPTION
Title: Program Officer, Monitoring and Evaluation
Location: Washington, DC
Position: 40 hours/week
Reports To: Executive Director
PRIMARY DUTIES:
The American International Health Alliance (AIHA) seeks a Program Officer, Monitoring
and Evaluation to direct AIHA's Monitoring and Evaluation (M&E) activities, ensuring
appropriate application of theory and best practices to the design and implementation of
all of AIHA’s M&E activities. The incumbent will facilitate all activities related to
promoting a unified approach to program quality and effectiveness, including the design
and implementation of a common M&E framework and strategy.
ESSENTIAL DUTIES:
Work with relevant program staff to develop and monitor M&E strategies and plans
for AIHA programs. Assist in the coordination of the development of program
objectives, results frameworks, and related M&E components of new business
development proposals and ensure these aspects are built into the design of all new
program initiatives.
Establish and maintain an overall M&E system for HRSA-funded PEPFAR
cooperative agreement, including overall data collection and reporting strategies
across various programmatic initiatives to ensure standard M&E procedures and
guidelines.
Provide guidance, support, and training to Washington-based and field-based
program staff and partners on M&E topics and issues related to partnership and
project workplan development (e.g., reviewing objective statements and indicators);
data collection, analysis, and presentation; and survey design and implementation.
Provide hands-on technical assistance to field-based program staff (in particular
those with designated M&E responsibilities) and partners on all aspects of M&E,
including the development and implementation of M&E systems and tools.
Support ongoing program monitoring by ensuring timely collection, compilation,
analysis, and reporting of data on AIHA partnerships and other programs.
Manage preparation of M&E-related documents including annual analytical reports
and evaluation/assessment reports to USAID, HRSA, CDC etc. Oversee preparation
of M&E sections of quarterly reports by compiling, presenting, and ensuring the
quality and consistency of data presented in the reports.
Develop M&E reference guides, assessment tools, data collection forms, and other
M&E-related documents and materials.
Coordinate external evaluations and provide organizational interface with USAID,
HRSA, and other donors on such evaluations and other M&E issues.
Stay abreast of developments in the field of M&E by attending relevant
conferences/workshops and using attained knowledge to train staff and enhance
program materials. Update and develop M&E training materials as necessary and
orient and train new and existing staff and partners on procedures and policies in
M&E. Reinforce the capacity of program staff and local partners in M&E techniques
and skills by teaching on data quality and data collection.
Maintain existing programmatic databases and develop new databases as needed.
Participate in regular M&E team meetings and contribute to materials development
for the meetings.
Travel as needed in support of M&E responsibilities.
NON-ESSENTIAL DUTIES:
Provide input and guidance on new partnership solicitations, proposal review,
workplan development, and other program-specific systems and processes.
Assist in preparation of M&E budgets and monitoring of related cost centers.
Ensure and facilitate a unified approach to programmatic close-out reporting.
Perform other duties as assigned by the Executive Director
QUALIFICATIONS:
Required:
Master’s degree in public health, international development, or other related field
plus 10 years of experience in field of health, allied health, or international
development, including four to five years working on M&E
Ability to handle multiple tasks simultaneously in a fast-paced environment, set
priorities, work independently and in a team environment.
Strong analytical, critical thinking, problem-solving and decision-making skills.
Excellent written and oral communications skills, including ability to communicate
effectively with people of diverse cultures
Strong organizational skills and attention to detail
Computer proficiency in Windows and Microsoft Office Suite (Word, Excel, Access,
PowerPoint, etc.), as well as in Internet use
Ability to synthesize complex or diverse information and to design work flows and
procedures effectively
Ability to create a positive team environment using leadership, delegation, and
quality management skills
Ability to travel 10-20%
Preferred:
Experience with USAID programs and funding policies
Experience with M&E for international health programs
Experience with PEPFAR-related reporting systems
Experience working or living in a developing country
Relevant foreign language skills
