Country Programme Support Consultant

I. Background

UN Women’s vision is one where men and women have equal opportunities and capacities, where women are empowered and the where the principles of gender equality are firmly embedded in all efforts to advance development, peace and security. Our fundamental objective is to enhance national capacity and ownership to enable national partners to formulate gender-responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.

To meet this objective, UN Women will centre its work around 5 core principles: 1) providing demand-driven support to national partners to enhance implementation of international agreements and standards; 2) supporting intergovernmental processes to strengthen the global normative and policy framework on gender equality; 3) advocating for gender equality and women’s empowerment, championing the rights of women and girls – particularly those who are most excluded; 4) Leading and promoting coherence in UN system work on gender equality; and 5) Acting as a global broker of knowledge and experience, aligning practice with normative guidance.

UN Women focuses on 5Thematic Priorities:
1) Expanding women’s voice, leadership and participation
2) Ending violence against women
3) Strengthening implementation of women’s peace and security agenda
4) Enhancing women’s economic empowerment
5) Making gender equality priorities central to national, local and sectoral planning, budgeting and statistics:

The goal of UN Women in Lao PDR is to ensure that gender equality and women’s empowerment are achieved and women’s human rights are promoted and protected. In Lao PDR, UN Women has been implementing programmes and projects to support implementation of the Convention of Elimination of All Forms of Discrimination Against Women (CEDAW), including promoting the rights of migrant women workers and addressing violence against women. UN Women is now developing a Country Strategy to support Lao PDR national priorities in gender equality and women’s empowerment, within the framework of the United Nations Development Assistance Framework (UNDAF) and UN Women strategies, , with focus in the areas of women’s participation and leadership, gender responsive planning, improving legal frameworks for gender equality, access to justice, ending violence against women, migration and HIV/ADS and others.

II. SCOPE OF WORK AND SPECIFIC TASKS

In order to assist the UN Women Country Office in effectively delivering the mandate of UN Women in Lao PDR, UN Women requires the service of a consultant for the following:

1. Development of a UN Women Lao Country Strategy
2. Provision of technical inputs on development of programme activities under the Country Strategy.
3. Provision of technical inputs to the UN Gender Theme Group and other inter-agency groups that UN Women participates in to ensure promotion of gender equality and protection of women’s human rights.
4. Provision of on-demand technical advice and capacity development support to government and CSO partners for promotion of gender equality and protection of women’s human rights

Specific Tasks include but are not limited to the following:

1) Develop the UN Women Lao PDR Country Strategy in line with national priorities for gender equality within the framework of the United Nations Development Assistance Framework and UN Women strategies and thematic areas of focus.

2) Provide technical inputs to the formulation of the United Nations Assistance Framework Action Plan and for this purpose, participate in relevant meetings

3) Identify strategic programming needs and partnership opportunities, provide technical inputs and develop strategy papers and proposals for UN Women support, particularly in the areas of ending violence against women, strengthening the national women’s machinery for implementation of the National Strategy on the Advancement of Women, women’s participation in decision making

4) Provide technical inputs and guidance for implementation of existing UN Women programmes including in the areas of support to CEDAW implementation, promotion and protection or the rights of migrant women workers, and engendering the HIV response (UNAIDS PAF project).

5) Participate in UN, government and CSO meetings and provide technical inputs on gender equality and empowerment of women.

6) Provide technical inputs on UN coordination on gender through participation in the UN Gender Theme Group

7) Preparation of project reports and briefing notes that capture progress, results, challenges and lessons learned.

III. EXPECTED DELIVERABLES

1) UN Women Lao PDR Country Strategy
2) UNDAF Action Plan which reflects UN Women’s priority areas of work
3) Strategy for UN Women support towards ending violence against women in Lao PDR
4) Strategy for UN Women engagement with the Lao National Council for the Advancement of Women (NCAW) and Lao Women’s Union (LWU)
4) Implementation plan for UNAIDS PAF Project
5) Project proposal, concept notes and reports
6) Technical assistance accomplishment reports

IV. WORKPLAN AND PERFORMANCE MONITORING

The Consultant will develop a workplan for the assignment in consultation with the Regional Programme Director and UN Women Lao Country Office, and report on progress and adjustments necessary to the workplan to the Regional Programme Director on a monthly basis.

V. DURATION OF ASSIGNMENT

5 months from 1 May - 30 September 2011, with a possibility of extension

V. QUALIFICATIONS

• A Masters degree in Social Sciences or any other related field. Academic background in international human rights, gender and development would be an advantage.
• 7 years of relevant professional experience in programme and project development and provision of technical advisory services for gender mainstreaming in policies and programmes and/or promotion of women’s human rights.
• Knowledge and practical experience working with CEDAW and rights based approach to programming.
• Experience providing technical assistance to governments.
• Experience working with the UN or an international organization, and familiarity with the sub-region would be an advantage.
• Excellent communication skills in English. Knowledge of the Lao language is an asset.
• Resident of Southeast Asia preferred. Residence in Laos would be a further advantage.
