Duties and responsibilities
Under the supervision of the Secretary General, the incumbent will:
- Provide strategic leadership and vision on the activities of the Division;
- Establish the work programme of the Division and individual staff members;
- Supervise, coach and evaluate staff members, prepare and administer the Division’s budget;
- Lead the reporting of the Division’s activities;
- Reproduce and publish Bank’s internal documents on the activities of the Division;
- Administer the terms of services and employee benefits elected (President of the Bank, Executive Directors and their Alternates);
- Effectively manage the relationship with host countries and the continued application of the privileges and immunities accorded to the Bank and its staff under the Bank Agreement, Fund Agreement, Headquarters Agreement, Temporary Relocation Agency Agreement, and the Field Office/External Office Agreements
- Assist the Executive Directors and their Alternates in their official duties, private and social, especially when assuming and leaving duty at the Bank;
- Plan and implement logistics and a range of services for members of the Board of Governors and Board of Directors.
- Manage and provide protocol services for the signing of loan agreements, annual meetings of the Boards of Governors, important meetings, and events organized by ADB and held under its auspices;
- Organize, maintain and participate in meeting and assistance at the airport and headquarters of the President of the Bank and official delegations visiting the Bank;
- Helping guests and delegations with immigration, customs and visa formalities; make arrangements with the competent services of the Bank for their transportation;
- Advise and assist Bank staff regarding visa requirements for official travel;
- Develop and maintain a system for personal files for elected officers, alternates and staff attached to them (Senior Advisers and Advisers);
- Manage and ensure safe-keeping of Bank seals and vital records of the Bank (specimen of signatures, loan and guarantee agreements, cooperation agreements, instruments of subscription, share certificates, etc).
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Master’s in in International Relations, Political Science. Or its equivalent; In addition to these qualifications, studies and training in diplomacy would be an advantage;
- Preferably a minimum of 8 years of relevant professional experience, of which 3 years at senior level Chief of Protocol at an international institution like the Bank;
- Expert knowledge of diplomatic protocol and practices of international institutions, diplomatic rules of conventional, government, Foreign Affairs and embassies;
- Good knowledge of Policy, Work Procedures of the Bank and the Board, Projects, Economic and financial Development issues;
- Integrity and strong interpersonal skills and ability to provide team leadership;
- Ability to communicate and write effectively in English and/or French, with good working knowledge of the other language;
- Competence in the use of standard software used in the Bank.
