Project Description:
The overall objective of the project is to contribute to the reduction of poverty through improved Democratic Governance; including access to quality justice, greater participation of all Malawians in democratic decision-making, and increased democratic accountability.
The purposes of the project are as follows:
The establishment and maintenance of a Technical Facilitation Unit (TFU) to facilitate the implementation of a Democratic Governance Programme in Malawi through the provision of technical assistance to support the efficient and effective implementation of the project according to the project’s logical framework
The provision of assistance to the Ministry of Justice and Constitutional Affairs in coordinating the implementation of this programme and the democratic governance sector as a whole.
Position: Key expert 1 - Team Leader
Duration of the assignment: 48 months
Requirements
Qualifications and skills:
- The Team Leader shall be the Head of the TFU and shall have a postgraduate degree or equivalent in public administration, social or political science, law or in another related field of programme management
- The Team Leader shall posses preferably 10 years of progressive professional experience in the management and implementation of development cooperation projects; with a minimum of 5 years being required
- Excellent communication, negotiation and mentoring skills and willingness to impart skills and knowledge to counterparts
- Conversant with Project Cycle Management skills
- Computer literate with coherent report writing skills
- Fluent spoken and proficient written English
General professional experience:
- The Team Leader shall possess demonstrated experience as team leader or in a top managerial position in projects or programmes as well as experience in communication and project visibility
Specific professional experience:
- Specific professional experience shall include significant work experience in good governance or justice in at least one developing country
- Proven experience in international exposure to public sector reform, institutional strengthening and implementing capacity building programmes in the governance sector
- Applied knowledge of EC/EU development programme management, including procurement procedures, such as preparation and evaluation of tender dossiers and management of imprest accounts on at least one major programme; experience in EDF programmes will be an advantage
- Experience of supporting the development and/or implementation of sector-wide approaches in support of good governance would be an added advantage
- Previous work in Sub-Saharan Africa shall be considered as additional advantage
Position: Key expert 2 - Financial Expert
Duration of the assignment: 48 months
Requirements
Qualifications and skills:
- The Financial Expert shall be a qualified accountant (Certified Public Accountant with Association of Chartered Certified Accountants or Chartered Institute of Management Accountants, Association of Certified Accountants or equivalent) with experience in financial management, accountancy or audit and accounting and shall be a member of a professional body such as the Institute of Chartered
- Applied audit and financial accounting systems development and administration skills in a development programme environment
- Detailed knowledge of EDF contract and financial regulations
- Computer literacy, including recognised financial management packages used for the production of financial reports with ability to use relational database software
- Proven training skills and fluent in both written and spoken English
- Coherent report writing skills
General professional experience:
- The Financial Expert shall have no less than 8 years of general progressive working experience in financial management in development cooperation programmes/projects
- Experience in a Sub-Saharan Africa country shall be preferable
- The Financial Expert shall possess at least 3 years of demonstrated experience as head of finance department or similar top finance expert position responsible for management, accounting and information systems for controlling and reporting programme activities, financial forecasts with regard to a project of a similar dimension
Specific professional experience:
- Specifically, the Financial Expert shall have proven experience of financial management of contracts within a donor funded programme, preferably including EDF financed projects
- Proven experience of establishing and developing financial management systems for large decentralised programmes working in public sector
- Proven experience of internal audit systems, financial monitoring and financial reporting consistent with the management information needs of a donor funded development programme in a public sector
- Proven experience in developing and facilitating financial validation systems through a decentralised team of local staff in a developing country context
- Experience of developing and rolling out financial management systems for development programmes
- Experience of providing training in the use of financial systems and financial management software
- Experience and demonstrated knowledge of EC rules and procedures, including procurement, tendering processes and contracts for the supply of goods and services; and preferably experience in the preparation and financial administration of Programme Estimates
