East Asia – Regional Finance Manager World Vision

POSITION SUMMARY:
Manage finance services in East Asia Support Office (EASO) ensuring compliance of FFM standards, systems, policies and procedures for quality assurance, risk management and proper accountability to all donors.

KEY RESPONSIBILITIES:
STRATEGY
* Contribute to development and implementation of regional finance secondary strategies, priorities and business plan.
* Support National Offices in developing finance strategies, priorities and plans in alignment with the regional and global strategies and priorities.

TECHNICAL & OPERATIONS SUPPORT
* Advise and support Regional Finance Director in leadership and engagements on matters of grant finance with national offices, Support Offices (SOs) and Global Centre (GC)
* Contribute to development of partnership finance policies, guidelines and standards and support to contextualize and mainstream these in the region
* Work with National Offices (NOs) to provide technical input and support in grant finance
* Review and assist National Offices to develop financial systems, policies, procedures, internal controls and problem solving
* Support RWG process by developing PBAS analysis, growth analysis, funding gaps, country cases
* Consolidate and review NO annual budget for consistency and compliance to regional and partnership guidance
* Provide grant technical and management support to NOs - grant proposals, risk assessment, grant finance training, and grant regulations compliance
* Support national offices in pre audit preparation and audit implementation follow up, and ensure that NOs achieve acceptable risk rating
* Support implementation of key finance initiatives in NOs - SunSystems centralization, cost allocation methodology (CAM), standard Chart of accounts, Leap Finance, IPM Finance..
* Support Regional Director in providing technical finance leadership to regional and multi country initiatives and projects

CAPACITY BUILDING
* Support assessment, development and implementation of integrated regional capacity building plans based on regional finance priorities and strategy
* Support identification and development of finance staff for emergency deployment during HEA operations through providing various grants trainings, register of trained staff, locations where currently posted
* Facilitate access to financial training resources and opportunities for national offices by developing or conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring
* Work with Regional Finance Director in coaching and mentoring finance director / manager in national offices

KNOWLEDGE MANAGEMENT
* Support / encourage mutual learning between National Offices within East Asia Area and between other regions
* Contribute to regional finance forums and networks that contributes to quality finance action and promotes learning
* Facilitate documentation of best practices and contribute to community of practice and center of excellence, finance

QUALITY ASSURANCE
* Support National Offices in ensuring adherence to WV partnership guidelines, policies, protocols and standards related to finance
* Support NO to ensure Sunsystem database meet partnership and regional standards for structure, standards and coding
* Support NOs to ensure LDRs are properly posted, allocations of NO and Zonal/Shared costs correctly follow CAM methodology
* Review FFRs, PCFRs, Logframe reports, grant reports, other reporting requirements to ensure accuracy and compliance to partnership standards
* Review quality, accuracy and timeliness of NOs monthly financial reports, accounting and reporting, assets and liabilities, and internal controls
* Support NOs to achieve 100% follow-up of Internal Audit recommendations

INTERNAL & EXTERNAL LIAISON AND COORDINATION
* Coordinate information and reporting flow between National Offices and Global Center
* Develop & maintain networks with SOs, GC Finance, FRSC, GGCU, LEAP technical support, NO Finance Directors/Managers, and RWG on financial issues
* Work with regional audit manager (RAM) for NOs audit issues and risk ratings
* Participate and actively contribute in partnership forums, working Groups and networks related to finance as necessary by regional leadership
* Work with other members of the EAS team to ensure sound financial practices within wider ministry of World Vision in the region

EXTERNAL RELATIONS
* Clearly articulate to suppliers, external vendors and WV service providers WV’s CGB policy to ensure integrity in our practices
* Liaise with donors and other partners on financial matters to support and enhance World Vision’s credibility

GENERAL
* Perform any other tasks assigned by the Regional Director – Finance

KNOWLEDGE, SKILLS AND ABILITIES:

REQUIRED:
* Bachelor degree in Accounting/Finance, Business Administration or related field (Masters Preferred)
* Competent in the use of SunSystems and Vision Executive/XL
* Competent in the use of MS Office including Word, Excel and PowerPoint
* Possess Leadership, Managing, Coaching and Mentoring skills
* Minimum of 3 – 5 years experience in WV field accounting, finance & grants, with 2-3 years as Finance director / manager of a national office
* Strong analytical, organizational, problem solving, time management and cross cultural skills
* Professional CPA qualification
* Knowledge of Humanitarian Emergency Industry
* The ability to work with other virtual teams of different time zones
