Project Description
IBTCI is currently implementing the Monitoring and Evaluation Program for USAID in Yemen. The overall goal of this project is to measure stability in the country. Within this program, IBTCI will be conducting a youth assessment on USAID projects.

Position Description
The Research Methods Specialist (RMS) is to assist the evaluation by developing key informant interview instruments and focus group guidelines (could be broader depending on information). The content and purpose of the instruments and guidelines will follow from the literature review. One outcome of the literature review is to determine what information we lack from earlier studies. The RMS will assist by telling us how we can best obtain that missing information (if any). The RMS will be guided by the Gender and Youth Experts who do the literature review that identifies what we need to know, but don't. The RMS should have expertise in Qualitative and Quantitative Research Methods (Qualitative skills will be more important) and would most likely come from the disciplines of Sociology, Anthropology or Psychology. Since we are not allowing much time for this they will need to have significant experience in multi-cultural environments. The level of effort is expected to be around 5 days in March/April 2011 depending on the security context of the country.

Requirements
- Minimum 10 years experience in qualitative and quantitative analysis
- Experience with USAID projects
- Degree in Sociology, Anthropology, Psychology or a related field is preferred
- Strong experience and understanding of the Middle East is essential
- Experience conducting gender, data, and gap analyses; literature reviews; and designing and conducting interviews.
- Experience working with stakeholders
- Excellent writing ability in English
