Project/Field of activity
The EUEI Partnership Dialogue Facility (EUEI PDF) is an instrument of the EU Energy Initiative (EUEI), funded by several EU member states and the European Commission. It supports partner countries in improving access to energy services and energy security. It is devoted to facilitating the development and formulation of energy policies for development through dialogue between all relevant stakeholders. However, it also conducts thematic studies and events on energy sub-sector policies meant for wider dissemination. The EUEI PDF also supports the Africa-EU Energy Partnership as a Secretariat, preparing Partnership documents and meetings etc.
Currently, GIZ in Eschborn (close to Frankfurt) is hosting the EUEI PDF Project Management Unit.

Responsibilities
The position involves the identification, design and management of EUEI PDF projects in response to demand, including procurement of consulting services, negotiations with counterparts as well as monitoring and evaluation. This entails the following tasks:

  • facilitating the identification of partner countries’ needs and requirements, including determination of the scope of the project ranging from comprehensive energy sector policies to energy sub-sector studies (e.g. on biomass);
  • carrying out fact-finding or scoping missions in the respective partner countries for the identification of potential project activities;
  • formulation of project action plans and budgets;
  • continuous updating and coordination of the planning together with the EUEI PDF team and other relevant stakeholders;
  • preparation and implementation of projects, coordination with stakeholders, ranging from the partner countries (clients) to European Commission delegations, GIZ offices etc.;
  • documentation of project activities, including meetings with project partners and third-party cooperating partners, workshops or forums, short-term missions etc.;
  • drafting terms of reference for short-term technical assistance activities;
  • identifying short-term experts or consulting companies to carry out project activities;
  • knowledge management and dissemination of project findings both within EUEI PDF and GIZ as well as to partners and Governing Board members;
  • developing and maintaining contact with all relevant stakeholders and maintaining links with specific EUEI PDF Governing Board Members.

Qualifications
You have an academic degree in economics, political sciences, engineering or development studies and several years of professional experience in the energy sector of development cooperation. Ideally, you also have sound knowledge in the development and formulation of energy policies and have cooperated with EU institutions. Your field experience in related projects in Asia and/or the Middle East will support your understanding of how to reach best impacts. You enjoy networking and communicating with government authorities, project partners and national and international experts. Your political sensitivity and proven sector skills enable you to quickly win over partners. You apply your excellent management, organisational and networking skills in a results-oriented manner and with high quality and enjoy working in different teams. You are fluent in English. Knowledge of French and Arabic would be an asset.
