Advanced Technology Technical Leader

As a member of the Advanced Technology Group (ATG) of Technology and General Services (TGS) Department, this Information Technology Officer (Technology Integration) is the technical lead for all solutions developed by, or for ATG. This role requires to keep abreast of all emerging and Fund-relevant technologies, and to be able to build (develop and outsource) proof of concepts and prototypes to demonstrate the value for the Fund. Therefore, this position calls for an individual with the capability and skills to study, test and compare a large number of technologies, languages, software and hardware in short iterative cycles, and to clearly present the results and benefits to both a technical and non-technical audience.
ATG is responsible for investigating innovative solutions that have potential to better support the business objectives and priorities of the Fund. The group works closely with all IT staff and business Departments to promote spirit of innovation, cost efficiency and enterprise view of both problems and solutions through seminars, trainings and demonstrations.

Duties and Responsibilities:


  • Keep abreast of all emerging technologies potentially relevant to the Fund. Be capable of giving an informed technical opinion on these technologies in a short timeframe.
  • Participate to ATG's innovation education efforts, by blogging regularly (at least monthly), making presentations, and using other collaboration tools (SharePoint, Yammer, etc.).
  • Collaborate closely with Fund's developers to promote modern development techniques. Encourage developers to share knowledge and best practices through the developer blog and other collaboration tools.
  • Manage (plan, design, develop, test, source, implement) selected proof of concepts or prototypes relevant to the Fund.
  • Regularly meet with both business staff and IT staff to identify their needs (expressed or not) for innovative solutions, and ATG's capacity to help them.
  • Ensure that all ATG's technical activities are done in coordination with the appropriate IT Divisions, so that a potential transfer of ownership of the technology can happen seamlessly.
  • Assist other ATG projects not directly under his or her supervision.
  • Be the security expert for ATG; ensure that all ATG projects include security analysis.
  • Be the code quality and code repository gatekeeper for ATG.

Qualifications

Experience
  • Proven track record of excellent project management skills demonstrated for technically oriented projects.
  • Proven expertise in implementing complex technical architectures, which demonstrates understanding for considering/integrating with existing Fund's systems, leveraging innovative solutions and lowering cost.
  • Experience with infrastructure technologies: Virtual Machines; back-end servers; Windows servers; SQL servers; XML firewalls; transports protocols.
  • Experience with developing small to medium size solutions, using in particular web-based technologies (asp.net, Javascript, Ajax, SOAP, Rest, Flash, Silverlight, etc.)
  • Experience in making clear presentations or writing reports for technical, and for non technical audience.
  • Good knowledge of consumer technologies, and understanding of possible impacts for Fund users.
  • Experience with Agile methodology.
Skills
  • Capability to study technologies in context of existing Fund's systems, and in context of other emerging solutions (e.g. SOA, mobile devices, cloud solutions, etc.)
  • Ability to quickly learn new technologies (languages, software, hardware, methodologies, etc.) and to present strengths, weaknesses and opportunities for the Fund.
  • Genuine interest for emerging technologies, including consumer technologies.
  • Development skills: be capable of developing small to medium size proof of concepts using C#, Javascript (included JQuery, Ajax, JSON, XML), web services, REST services, SQL, iOS-related development technologies.
  • Ability to quickly understand how new technologies work and how they might be applied to achieve business goals. Capacity to quickly demonstrate such technologies, using business relevant use cases.
  • Capacity to multi-task on large quantity of small to medium size tasks.
  • Analytical skills that enable synthesis of inputs from many sources and from experimenting with many technologies, and allow for strategic thinking and tactical implementation.
  • Interpersonal skills that create openness, trust among colleagues throughout IT Divisions, and seamless collaboration on innovative projects.
  • Spoken and written communications that are compelling, convincing and clear, and skills to articulate complex technical ideas to non-technical stakeholders.

Advanced university degree in computer science, engineering, mathematics or related field of study or equivalent, plus a minimum of four years of relevant professional experience; or a bachelor's degree in computer science or a related field of study plus a minimum of 10 years of relevant professional experience, is required.
