Assistant Director

INTERPOL is the world’s largest international police organization, with 188 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as an Assistant Director within the Executive Office which is part of INTERPOL Global Complex for Innovation.

The Assistant Director works under the direct supervision and guidance of the Executive Director for the INTERPOL Global Complex for Innovation.
As advisor to the ED IGCI, he/she is responsible for overseeing the day-to-day functions of the Executive Directorate IGCI which includes the planning, co-ordination, prioritization and management of a wide range of operational, organizational, and administrative issues. He/she acts as the primary contact point between the ED IGCI and all organizational elements as well as external contacts relevant to his/her job scope. He/she directly supervises the IGCI Executive Office and is also required to accompany ED IGCI at meetings, both internal and external, and represents ED IGCI in various meetings as and when required.

Primary Duties


1. Assisting the ED IGCI in the management of the activities in the Executive Directorate IGCI, supporting him/her in discharging his/her responsibilities and providing appropriate advice and recommendations where necessary:

• Assist ED IGCI in the planning, coordination and prioritization of activities pertaining to operational, organizational and administrative nature in the Executive Directorate.
• Support ED IGCI in liaising directly with the Directors and Assistant Directors within the Executive Directorate in formulating the work programme, ensuring that the work programme can be achieved and proposing priorities and action plans for ED IGCI.
• Conduct research and analysis, evaluate and review a wide variety of complex organizational issues relating to the operation of the Executive Directorate including the internal regulations, policies, and procedures and propose to the ED IGCI on appropriate actions.
• Prepare strategic documents on police related matters for ED IGCI’s approval and in so doing, he/she solicits/coordinates for inputs in the Executive Directorate; identify challenges and issues to be addressed and propose actions.
• Stay abreast of INTERPOL’s operating procedures in the area of police activity and bring to the attention of ED IGCI on any matters which needs reviewing.

2. Managing the ED IGCI Executive Office within the established guidelines and planning:

• Supervise the Executive Office in their day-to-day activities, including, but not limited to, the setting of priorities, establishing deadlines, monitoring progress on assigned tasks, providing input on performance evaluations, etc

3. Representing ED IGCI in internal and external meetings:

Accompany ED IGCI or participate on behalf of ED IGCI, in internal and external meetings to ensure that important issues or decisions are followed up.
• Represent ED IGCI in meetings and missions held within and outside the General Secretariat and be able to present the ED IGCI’s position on matters and policy issues of importance of the Organization.
• Represent ED IGCI in INTERPOL Working Groups which aim at standardizing or improving the organization’s operational processes and policies. He/she will conduct necessary studies and research on the subject matters in order to prepare the ED IGCI for his decision on the matters.

4. Managing projects in the IGCI Executive Directorate:

• Monitor all the projects managed by ED IGCI. He/she will establish and maintain a tracking system to capture and monitor the status of all projects handled by ED IGCI managers and keep ED IGCI informed of the progress and bring to his/her attention any matters of significance.
• Assist and propose to ED IGCI the priorities for the projects and ensure that the agreed priorities are communicated to all ED IGCI managers.
• Regularly check the status of the projects with ED IGCI managers and provide or coordinate assistance to ensure the satisfactory completion of the projects as and when necessary

5. Performing any other duties as may be directed by the ED IGC.


Requirements

All candidates will be assessed on the under mentioned requirements.


Training/Education required
• University degree (preferably in Business Administration, International Relations, Public Policy, or Police Management) is required.
• Law enforcement training at senior level.

Languages
• Fluency in English is required.

Experience required
• Experience in planning and managing police activity in a law enforcement context or an international organization, including experience at strategic level.
• Sound background in national and regional operational police support.
• Sound background in the management of strategic programs and projects and their performance monitoring, measurement and reporting.
• Experience in overseeing and managing the work of a team.
• Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
• Ability to work independently with minimum supervision.
• Experience in working with computers including knowledge of oral presentations software and word processing software.
• Proven analytical skills, ability to identify problems and recommend solutions

Working Conditions

• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay a salary to seconded officials. Depending on the nationality of the official, a monthly expatriation allowance or a monthly compensatory allowance may be paid. • This post requires occasional travel on missions, sometimes of a long duration and at short notice
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

* The Organization plans to establish The INTERPOL Global Complex For Innovation in Singapore at the end of 2013 and this position will be transferred to Singapore. Thus, an acceptance of the post implies acceptance of a forthcoming transfer to Singapore.
