Regional Specialized Officer

INTERPOL is the world’s largest international police organization, with 188 member countries. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate as Regional Specialized Officer for the NCB Co-ordination Sub-Directorate for Asia and South Pacific which is part of the NCB and Regional Police Services Directorate.

Under the supervision of the Assistant Director for Asia and South Pacific, the incumbent is responsible for specific operational crime responses, covering all aspects of day-to-day relevant crime matters and provides general information on law enforcement and crime-fighting. In addition, provides adequate support to improve co-operation.

The Regional Specialized Officer maintains working relationships with all staff members of the General Secretariat as well as the heads/staff members of National Central Bureaus (NCBs), INTERPOL’s Regional Bureaus (RBs), law enforcement agencies, international organizations, visitors and media officials outside the Organization.


Primary Duties

- As part of Duty No. 1:

• Assess information received at the General Secretariat and initiate the timely diffusion of relevant information to member countries ;
• Link items of information in order to develop trends and strategic initiatives as necessary.

- As part of Duty No. 2:

• Initiate and prepare programmes and projects concerning assigned countries dealt with or specific kind of crime ;
• Prepare analytical studies and summary reports ;
• Identify criminal/co-operation problems in assigned country and propose solutions.

- As part of Duty No. 3:

• Represent the General Secretariat at external meetings/conferences ;
• Prepare draft agenda, circular letters, invitations to specific speakers ;
• Arrange facilities of meetings ;
• Anticipate potential problems and recommend corrective action ;
• Draft a final report of the meeting/conference ;
• Follow-up on a timely basis action items as a result of the meeting/conference.

- As part of Duty No. 4:

• Prepare written mission reports and any additional documents as necessary ;
• Write case studies and summaries ;
• Make presentations at the General Secretariat and other meetings ;
• Receive visitors and/or journalists in order to discuss INTERPOL issues.

- As part of Duty No. 5:

• Assist member countries and regional initiatives/international organizations on request ;
• Advise on legal/technical possibilities for investigations ;
• Co-ordinate complicated ongoing investigations on request ;
• Carry out liaison missions as required ;
• Ensure the liaison between the General Secretariat and the assigned countries and regional initiatives/international organisations.

- As part of Duty No. 6:

• Receive communications and take appropriate timely action during assign permanence duty, as outlined in the Stand-by duty instructions.

- As part of Duty No. 7:

• Establish and maintain work methods and procedures ;
• Utilise working techniques in order to achieve maximum effectiveness and efficiency ;
• In accordance with the annual Activity Program.

Requirements

All candidates will be assessed on the under mentioned requirements.

Experience

• A minimum of 10 years' experience as a law enforcement official;
• Experience in international police cooperation;

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

Assets

• Professional experience in international police cooperation in the Asia and South Pacific region

Special aptitudes

• Ability to work in an international environment as a member of a team;
• Ability to draft high quality documents, including visual presentations;
• Ability to think/plan operationally and strategically and transform initiatives into new working practices;
• Ability to independently analyze complex/large volume of material;
• Computer literacy;
• Fluency in English is required and a good working knowledge of one of the other official languages (Arabic, French and Spanish) is desirable;
• Fluency in at least one of the languages spoken in the Asia and South Pacific region would be an asset.

Working Conditions

• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay a salary to seconded officials. Depending on the nationality of the official, a monthly expatriation allowance or a monthly compensatory allowance may be paid. • This post requires occasional travel on missions, sometimes of a long duration and at short notice
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload. Occasional night, weekend and/or public holidays duty as permanence officer
