Executive Director INTERPOL

INTERPOL is the world’s largest international police organization, with 188 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to serve as an Executive Director within the INTERPOL Global Complex for Innovation (IGCI).

* The Organization plans to establish The INTERPOL Global Complex For Innovation in Singapore at the end of 2013 and this position will be transferred to Singapore. Thus, an acceptance of the post implies acceptance of a forthcoming transfer to Singapore.


The Executive Director INTERPOL Global Complex for Innovation (ED IGCI) reports directly to the Secretary General and represents the senior management team of the Organization.
Supported by an Executive Office and a Corporate Support Unit, the incumbent is responsible for overseeing all activities under the Innovation, Research and Digital Security, International Partnership and Development, Capacity Building and Training as well as Operational and Investigative Support Unit in the IGCI.
In support of the Organisation’s priorities and strategic objectives, the incumbent is responsible for supervising the followings:

• Spearheading activities in innovative research and development in cybercrime and digital forensics as well as driving the test-bedding of potential solutions to existing and future law enforcement challenges;

• capacity building and training efforts to support INTERPOL member countries, improve operational effectiveness, enhance policing skills and build capacity to address the increasingly globalized and sophisticated nature of crime;

• seeking, building and sustaining strategic partnerships with the public and private sector and initiating, and institutionalizing a coherent project development culture; as well as putting in place revenue generation infrastructures to sustain all activities of the Organization in their support of all agencies, authorities and services in the Member countries;

• support components including the Executive Office, Corporate Support Unit and Operational and Investigative Unit.

The incumbent constantly seeks to promote and develop innovative, more effective and more efficient ways of doing things while at the same time, safeguarding the Organization's assets and interests.
On a daily basis, the incumbent, supported by his team ensures compliance with applicable rules and regulations, as well as ensuring the adequacy, effectiveness and efficiency of all innovative support operations, including sound financial management of the budget as well as other managerial duties overseen at the INTERPOL Global Complex for Innovation.
All of these tasks require close communication with the Organization's Senior Management, the other heads of units and services, INTERPOL Global Complex for Innovation and General Secretariat staff, as well as external public and private partners, including the External Auditors.


Primary Duties

1. To perform a wide range of managerial activities related to the coordination and supervisory role of the ED IGCI, including but not limited to, resources management, financial planning, strategic planning, operational, communications, etc.
2. To develop and implement a process for determining priorities and strategic objectives for the INTERPOL Global Complex for Innovation, working in direct line with the Secretary General.
3. To continuously manage, review, evaluate, analyze, and adapt the key processes within the Organization to keep pace with the changing criminological, social, and geopolitical environment.
4. To ensure the smooth functioning of the INTERPOL Global Complex for Innovation and attend important meetings and conferences, delivering key note speeches or leading discussions on complex subjects
5. To perform all other duties as may be directed by the Secretary General.


Requirements

All candidates will be assessed on the under mentioned requirements.


Training/Education required
• Advanced University degree(s) (preferably in Law, High tech security, Public Policy or Police Management).

Languages
• Fluency in English.

Experience required
• Minimum 15 to 20 years’ experience as high level manager of a national law enforcement or research component, or an equivalent service.
• Proven experience in planning and managing complex tasks, with only minimum supervision.
• Proven experience in working in an international environment; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.
• Strong leadership qualities and solid presentation and communication skills would be required.

• Law enforcement training at very senior level.
• Fluency or proficiency in at least one other official working language.


Working Conditions

• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay a salary to seconded officials. Depending on the nationality of the official, a monthly expatriation allowance or a monthly compensatory allowance may be paid. • This post requires occasional travel on missions, sometimes of a long duration and at short notice
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
