CRF - Final Evaluation Consultant of a Harm Reduction Project in Ukraine
The final evaluation concerns the project “HIV/AIDS and drug use in Ukraine” programme implemented by the Ukrainian Red Cross with the technical support of the French Red Cross. It is a thirty six-month program from April 2007 to December 2011 funded by “Agence française de développement”, the Italian Red Cross, the French Red Cross and American Red Cross. The main purpose of this evaluation is to provide through a study on the impact of the project in terms of harm reduction and home base care. The second purpose is to provide lessons to draft the policy and strategy of the future programme for the next years. The evaluation is scheduled in to take place in November 2011
CONTEXT
With 47.5 millions inhabitants, Ukraine is currently facing the combined difficulties of injecting drugs use and HIV/AIDS epidemic. According to the latest UNAIDS figures, 3.6% of Ukrainian adult population are infected with the HIV; moreover, “the rate of treatment of active injecting drug users remains limited (according to 2009 data, only 7.5% of the total number of those receiving antiretroviral therapy - ART) because of insufficient availability of substitution maintenance therapy, and hence problems with forming adherence to ART.” An estimated 36% of HIV infections in Ukraine are linked to the use of injecting drugs.
Today, Ukraine remains the country with the highest HIV prevalence rate in Europe. However, public authorities continue to hamper harm reduction programmes by hardening the laws regarding drug use.
Relations with the national society
The Ukrainian Red Cross society continues its collaboration with the French Red Cross on the Harm Reduction project, especially by putting its nurses at disposal for the Home Based Care component.
The general objective of the “HIV/AIDS and drug use in Ukraine” programme is to prevent and reduce HIV and hepatitis transmission risks at the Injective Drug Users (IDU) level, and to improve the global assistance provided to this population in four cities: Kiev, Zaporizhzhiya, Melitopol and Chernivtsy.
The program started from the evaluation of HIV/AIDS situation in Kiev and Zaporizhzha regions in September 2006. Since 2007 the program worked in cities of Keiv and Zaporizhzha and since 2008 cities of Chernivtsi and Melitopol have joined the program. The duration of the current phase of the program is 41 months from 1st July 2008 – 30th November of 2011.
OBJECTIVES OF THE EVALUATION
To assess the practical suitability of the operation to the needs identified at the programme inception.
To provide a clear view on the degree to which the objectives have been achieved.
To analyse the impact of the operation, the concrete impact/incidence of activities in the field of a harm reduction.
To assess the local impact of the project on the community beneficiaries IDU and the Ukrainian RC
To evaluate the coordination mechanisms used with the national authorities, local and international organisations and all relevant actors in Harm reduction.
To develop practical recommendations to improve further similar project to the future.
SPECIFIC EVALUATION OBJECTIVES
Analysis of the impact of the project.
Analysis of the effectiveness of the activities “home base care, exchange of syringes, psychosocial support for patients on substitution therapy” in quantitative and qualitative terms on the different sites (Kiev, Zaporizhzha, Melitopol)
Analysis of the local project ownerships by the Ukrainian Red Cross which includes involvement and participation, capacity, empowerment and accountability.
A drawing up of “lessons learned” on the project implementation, on FRC and URC operational capacities.
A drawing-up of operational recommendations for possible continuation or exit strategy.
Analysis of the visibility of the operation.
Analysis of the efficiency of the project. The analysis should cover: planning of activities, implication of beneficiaries in the implementation, and elements such as: logistics, selection of recipients, etc.
Examination on coordination and coherence of the actions carried out with local authorities, local and international organizations.
Analysis of the relevance of the project objectives, suitability of the aid provided in the context of local practices, of the choice of beneficiaries, and of the strategy, in relation to Harm reduction.
This evaluation will use and complete the results of the preview evaluation done on September 2010.
WORK PLAN AND METHOLODOGY
The evaluation will be carried out during 4 weeks including drafting of the final report.
The consultant will have to carry out field visits in Kiev, Zaporizhzha, Melitopol.
A briefing will be held at the French Red Cross Headquarter or at the French Red Cross Delegation in Ukraine for 2 days during which the information and documents necessary for the mission will be provided.
Review of data and briefing - FRC/URC
Discussions with the FRC project coordinator in Ukraine and with the project team
Discussions with the Secretary General of the URC and URC staff
Analysis of the documents relative to the program: Review of the project documents (narrative and financial proposal, logical framework, work plan, intermediary reports and preliminary final report, as well as other documents relative to the running of the program).
Preparation of the evaluation tools and of the action plan for the field visits in Kiev, Zaporizhzha, Melitopol.
- Field visits
Collection of all required information:
Interviews with the key actors of the project (technical and administrative team) and other institutional actors
Interviews with direct project beneficiaries and use of participatory tools (maps, diagrams, matrices etc.)
Direct observation, visit of different sites and different communities and participation to activities of the project
Review of documents of the French Red Cross
Review of documents of other institutions working in the same field
Preliminary analysis of the data collected.
Preliminary presentation of the results of the evaluation to the team of the project and to the key partners in country.
- Report submission and discussion
The report will be drafted in English
The draft report will be submitted to the head of mission and to the Headquarters at the latest 10 days after the end of the field evaluation
If possible, a debriefing with the Heath Desk at the Headquarters in Paris will take place upon reception of this first version to clarify misunderstandings and inaccuracies. If not, written comments will be sent by the FRC to the consultant.
Once the necessary amendments to the draft report have been incorporated, the revised text will be resubmitted to the FRC.
The consultant will have 2 weeks maximum to submit a final report in a computer format.
The total duration of the consultancy should not exceed 30 days including the field visits and the drafting of the final report.

Main report (about 20 pages): the main body of the report should start with the method used and should be structured in accordance with the specific objectives formulated under point 3 above.
The recommendations will be divided as follows:
- Consolidated recommendations applying to the whole project
- Specific recommendations/issued regarding the Zaporizhzha and Melitopol activities
- Specific recommendations/issues regarding the Kiev activities
- Some Annexes if needed
The consultant will be responsible of the coherence of the report, both in terms of content and presentation.

This evaluation should be carried out by a consultant with:
Academic background
Knowledge of the Red Cross Movement.
Experience in HIV/Aids with focus on harm reduction.
Experience in project evaluation in the field of international humanitarian
Knowledge of harm reduction activities in Eastern Europe
The project is looking for experience from the regional level to make extensive use of methodologies, tools, materials, and approaches developed within the eastern region.
Language: English mandatory, French or Russian if possible
Profile : responsible, result-oriented, good analytical and writing skills
