Budget and Grants Manager

Duty station: Sana’a, Yemen Assignment period: 1 year Reporting to: Deputy Director Operations Starting: As soon as possible Application deadline: Monday 31st October 2011

Function Purpose Manages overall budgets, grants and contracts administration; Ensures compilation and documentation of accurate and updated information for all budgets, grants and contracts; Helps in the preparation of new project budgets, grant/contract applications and proposals; Prepares budgets, grants/contracts reports; Provides timely and accurate grant information to budget holders for the purposes of monitoring expenditure. Also ensures that the grant compliance issues are in order. Performs other related tasks as required.

Key accountabilities • Manages Grants, Cooperative Agreements and Contract development, approval, implementation, and close-out processes; • Ensures compliance with SCS and donor policies and procedures with regards to budgets and grants management; • Ensures organization, documentation and tracking of all grant and contract documents; • Monitors individual grant, cooperative agreements and contract, budgets and overall expenditures; • Responsible to maintain an accurate and user friendly database for all grants and other funding sources in the Country Office; • Responsible to vet expense against grants and provide guidance to all budget holders; • Contributes in the development of budgets for new proposals, modification of existing grants, annual Country Office budgeting etc; • Ensures information sharing with all stakeholders within Sanaa, Sub-offices, regional and HO; • Supervises the preparation of periodic budget and grants reports; • Manages Sub-Grants, makes sure that all the sub-grant agreements are done in accordance with the donor requirements. • Makes sure that the Subgrant reports are received in time and in accordance with the Subgrant agreements. • Liaison with the finance in terms of transferring funds to the Sub-grantees. • Performs any other related tasks as required.

  Academic Qualification BA Degree in Accounting, Finance or any other relevant field of studies Work Experience Five years experience Desirable Trainings Grants management, Financial Management, Budget preparation and management of etc Other skills Fluent in both English and Arabic languages; Excellent computer skills (MS- Word, MS-Excel, MS-Access, MS- Power Point) Desirable • Experience and/or an interest in response region. • Ability to speak other international languages (Arabic).
