Director: Transport (Ref. S135/2011)
Salary: R685 200 per annum (all-inclusive remuneration package) • Pretoria
Purpose: To strategically monitor and manage public finances with respect to the National Departments of Transport, Communications, Energy and Human Settlements.
Requriements: • Director: * Appropriate postgraduate degree in Public Finance/Economic Policy or a sector-related technical field * Minimum of 5 years’ relevant working experience with specific knowledge of the Transport/Energy and Communications sectors • Senior Budget Analyst: * Postgraduate degree in Economics/Public Finance or a sector-related technical field * Minimum of 3 years’ experience in policy, budgets or financial management • Sound understanding of budgets and financial management • Sound knowledge of economic and fiscal policy, Government budget processes and financial analysis • Demonstrated knowledge of Transport/Energy and Communications/Housing policy • Sound knowledge of the Public Finance Management Act (PFMA) and Division of Revenue Act (DoRA) • Good interpersonal skills • Ability to analyse complex information and large datasets • Good knowledge of corporate governance • High level of computer literacy with sound knowledge of the MS Office suite (especially Word and Excel) and Internet-based research.
Key outputs: • Advise on policy and financial-related matters to the Ministry of Finance and other stakeholders • Provide policy development in the sectors to enhance service delivery and the attainment of Government outcomes and outputs • Advise on the implementation and interpretation of the Treasury Regulations and monitoring in this regard • Offer a sound financial management methodology with the implementation and progress of the Public Finance Management Act • Provide written and oral assessment of budgets, expenditure trends and service delivery outputs • Generate reports on the status of client departments for Parliament and Ministry of Finance • Liaise with departments and advise on processes and interact with public entities • Advise client departments on the annual budget process, sectoral expenditure review and the compilation and functioning of inter-departmental committees • Enhance the management and governance of public entities reporting to the departments • Analyse infrastructure investments proposals initiated by departments and their related public entities • Provide advice and support to clients with the preparation of budget inputs and documentation • Develop credible and appropriate budget and financial management guidelines • Analyse departmental budget submissions, budgets and contributions to budget documentation, eg Medium-term Budget Policy Statement, Budget Review, Estimates of National Expenditure and other relevant documentation • Participate in the budget processes, including roll-over requests, adjustment estimates, budget structures and other expenditure structures.
