HEAD OF LOGISTICS / IT, DUBLIN

General Description
GOAL is an international humanitarian agency established in 1977 and currently operational in 13 countries world-wide. GOAL has an annual budget of approximately €70m and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.
GOAL is now seeking a Head of Logistics and IT to join its senior management team in Dublin. The primary function of this role is to oversee GOAL’s global Logistics and IT functions. This is to include ensuring that the functions are run effectively and efficiently; that GOAL and donor guidelines and regulations are adhered to; and that direct reporting staff are managed and perform to the required levels. The Head of Logistics and IT takes full responsibility for the provision of all Logistics and IT services across GOAL.



Key Duties & Responsibilties

The Head of Logistics / IT will have overall responsibility for the performance of the logistics and IT departments. This role will provide oversight and will coordinate the operations of the logistics and IT departments between head office and the field. The candidate will work closely with the Logistics Manager and the IT manager on a day to day basis. These managers will manage each department on a day to day basis (see attached Job Descriptions).


1. Logistics – Overall responsibility for the Logistics function in GOAL:
The candidate will oversee and monitor the performance of the logists department to ensure the professional performance in the following areas:
• Policies & Procedures
• Asset Management
• Procurement Practices
• Reporting (Dublin & Field)
• Emergency Preparedness
• Managing Logistics Teams
• Managing Direct Reports in Dublin
• Managing Regional Logistics Teams
• Budget management


2. IT – Overall responsibility for the IT function in GOAL:
The candidate will oversee and monitor the performance of the IT department to ensure the professional performance in the following areas:
• Managing Field IT Teams
• Direct Reports to Dublin
• Managing the IT budget
• Ensuring that the IT system is adequate and serves the needs of GOAL
• Oversee the rollout of the following IT systems:
o Cloud Intranet system.
o Logistics support software.
o Finance system upgrade
• Future planning for systems upgrades and budgeting.
• Reviewing the IT structure in GOAL to ensure it fully supports field programme requirements and head office needs particularly in relation to:
o Servers
o Finance and Sage
o Management information system (MIS)
o Best Practice website / intranet forum
o Document management systems
o Grant management systems
o HR systems & timesheet systems


3. General Management:
• With regard to the above departments, it will be the ultimate responsibility of the candidate to ensure that any issues that arise are dealt with in a timely manner and are investigated thoroughly. Where necessary the candidate will engage with Finance, Compliance and Internal Audit (among others) to ensure that the logistics department is actively pursuing non compliance issues.
• The candidate will receive regular reports from the Logistics and IT managers on progress within each department and will ensure that each department performs to an acceptable standard.
• The Head of Logs/IT shall coordinate with other departments at a management level to ensure that the logs department is represented in wider discussions and is serving the needs of the organization. The candidate will also ensure that the logistics and IT department’s views inform programming where necessary.
• The candidate will be responsible for representing the logistics department at a senior management level and will from time to time report to and engage with the CEO and the Board of Directors as required.

• Proven ability on a Senior Management Team, ideally based in a head office environment.
• Committed to performance measurement and continuous improvement
• Ability to effectively prioritize and execute tasks in a high-pressure environment.
• Strong management and interpersonal skills
• Good communicator, team-player & planner
• Ability to be an effective manager, with the ability to influence at a senior level
• A driven individual with high energy levels
• 5+ years sector experience
• 3+ years at a senior management level
