LIBERIA- Cash for work Program Manager- Zwedru

Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs – water, food and shelter – by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, Southern Sudan, Kenya, Somalia, Liberia, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire, Zimbabwe), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar) and in Haiti.

MISSION Solidarités International has been working in Liberia since the end of the civil war, implementing Water, Sanitation and Hygiene (WASH) programmes (since 2004) and Food Security Programs (since 2006). The mission has progressively moved from emergency to development approach to support Liberian communities. Since March 2011, with the Ivorian refugee influx into Liberia, Solidarités International has been implementing emergency WASH and NFI programmes in areas bordering Ivory Coast to respond to basic humanitarian needs.

FUNCTIONS Project relevance, quality and design: • Contribute to establishing assessments • Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities • Organize and facilitate evaluation missions • Propose a technical approach and a financial, human and logistical scope for the programs to be implemented • Write the technical annexes and chapters (including the logical framework) for the proposals • Implement activities in compliance with the annual operational strategy, SI’s technical requirements and the financial donors’ criteria • Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs • Propose adjustments to the programs, if necessary • Ensure that the programs under his/her supervision achieve the required results • Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards • Participate in building the Cash-For-Work (CFW) Supervisor’s abilities with respect to techniques or new methodologies Implementation and operational monitoring  Plan activities and activity cycles for the CFW programme (hiring, purchasing, etc.) in the light of established objectives • Used the project management, monitoring and evaluation tools, particularly the planning and monitoring timeline • Propose and implement quality criteria and monitoring indicators for the CFW program • Support and advise to the base’s logistical department for the purchase of specific tools for CFW activities • Plan and supervise the CFW program implementation he/she is in charge of, being sure to meet deadlines and adhere to predefined technical specifications • Supervise and provide support to the CFW Supervisor and monitor and evaluate the follow up at community level • Anticipate any issues linked to carrying out the CFW activities, especially in terms of budget forecast in collaboration with the base administrator, to resolve any issues. • Insure that security rules regarding cash flow transfer are respected in line with SI procedures.

Capitalization: • Use the capitalization tools proposed by SI • Participate in the centralization and distribution of procedures, guides and tools linked to the WASH activities • Capitalize on intervention methods and techniques and on the experiences acquired by SI and other participants in the CFW activities

Personnel management : • Participate in validating the hiring of national technical staff for Wash activities • Define the prerequisites for opened CFW positions together with the administrative department; adapt existing job descriptions if required • Set up technical training depending on CFW operational needs and identified training requirements • Manage and support the team under his/her direct responsibility • Lead work groups and thematic meetings • Evaluate and assess the performance of colleagues under his/her direct supervision • Ensure adherence to security regulations by personnel under his/her supervision

Reporting / communication / representation : • Pass upward to the relevant persons any information on the security situation or on any event that could impact SI activities and the safety of the teams • Draft activity reports and any annexes relating to specific activities for the financial donor reports and/or amendments • Maintain a local operational communications network and good relations with local and government authorities, financial donor representatives, UN agencies and other international agencies • In his/her assignment area, represent Solidarités International’s at meetings or forums concerning the CFW activities • Represent the organization when asked and/or delegated to do so

PROFILE - Education: Humanitarian assistance related diploma (license / master) preferred or relevant experience acquired through other means. - Experience: Minimum 1-2 previous missions with INGO specialized in humanitarian assistance in volatile/insecure contexts. Experience working specifically with cash-for-work programmes in an emergency setting highly preferred. - Technical skills and knowledge: Experience in project management including design and planning, budget control, evaluation and reporting and team management. Transferable skills: Efficiency, rigorous, organized, strong communication skills, diplomacy, autonomy - Other desirable qualities: Adaptability to changing work environment and possible volatile security situation. Ability to work under pressure with heavy work load.

Languages:High level of English (mandatory), French (desirable)
