The Inter-Agency Standing Committee (IASC) Sub-Working Group on Gender and Humanitarian Action and the Norwegian Refugee Council (NRC) jointly manage the Gender Standby Capacity Project (GenCap). GenCap is a roster of experts who are deployed for periods of 6 months or more to support humanitarian actors in establishing mechanisms and building capacity to ensure that humanitarian services are in place to meet the needs of women, girls, boys and men equally. Deployments vary in their focus from gender mainstreaming to supporting a coherent, comprehensive and coordinated approach to GBV.
The IASC Gender Handbook in Humanitarian Action and the IASC Guidelines for Gender-Based Violence Interventions in Humanitarian Settings are the main tools to facilitate the work of the gender and GBV advisers.
Although not regarded as official UN staff members, GenCap Gender and GBV Advisers perform their duties under the authority and in full compliance with the UN agencies to which they are seconded. During deployment the Advisers will be regarded as Experts on Mission or “Type II Gratis Personnel.” The Norwegian Refugee Council (NRC) contractually administers the Gender and GBV Advisors, who remain employees of the NRC, while deployed to the UN.

Job description
■As a Gender and GBV Adviser you will be asked to provide technical leadership and support on gender equality and GBV programming through close collaboration with a wide range of humanitarian actors. The main responsibility of the advisers is to support humanitarian country teams in promoting gender equality and mainstreaming gender, including prevention and response to GBV, throughout humanitarian operations.
Tasks include:
■Assist sector/cluster groups identifying gaps in different sectors of humanitarian response and ensure the inclusion of gender and GBV dimensions
■Facilitate and support the integration of gender perspectives in the overall strategic planning and programming of various sectors/clusters by supporting the integration of gender equality and GBV programming into humanitarian funding mechanisms, as well as in implementing the IASC Gender Marker
■Build the capacity of humanitarian coordinators, clusters, national and local NGOS, other relevant actors on gender equality and GBV in humanitarian action
Qualifications
■Education/ training: ■Advanced degree in gender studies, international relations, international law, humanitarian studies, social sciences or a combination of a first level degree and substantial relevant professional experience. Familiarity with IASC guidance and programmatic tools will be considered an asset
■Experience, skills and knowledge:
■A minimum of 7-10 years of relevant professional experience, including extensive knowledge of gender sensitive and/or GBV programming ■Demonstrated, international field experience in a humanitarian and/or development setting ■Working knowledge of English and Frech or Arabic is required ■Experience working in an inter-agency context ■Proven ability to negotiate and influence change with a wide range of stakeholders, through team/coalition building and advocacy ■Demonstrated experience designing and conducting training and other capacity building activities ■Excellent analytical, strategic planning, oral and written communication skills ■Ability to work in a diverse multi-cultural settings with sensitivity to the local context ■Men are encouraged to apply

■During deployment, GenCap offers: ■Duration of assignment: normally six months or longer ■Base salary from: 52.000 NOK per month ■Allowances from: 8.000-20.000 NOK per month ■Free housing of moderate standard when on assignment ■3 weeks leave per six months plus R&R where applicable as per UN rules and regulations ■Medical/health insurance ■No family allowances are offered
