Supply chain manager - MSF Supply (M/F)

Médecins Sans Frontières (MSF) is an international humanitarian aid organisation that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed or political affiliation.

To develop this work, the MSF OCB is recruiting for MSF Supply a Supply Chain Director.

MISSION

MSF OCB took an important decision with regards to its supply chain and created the Supply Chain and Logistics Department . This ‘new’ department is , amongst others, responsible for the creation of a new supply unit based on the concept of an ‘end to end supply chain’. This new supply unit will be composed of different managerial functions all assisted by their own management team and implementation team. Implementing the strategic vision of an ‘end to end supply chain’ will require the involvement of different departments of MSF OCB: Medical Department, Finance Department, HR Department, Supply Chain and Logistics Department, Operations Department and last but not least all the missions.

This function is in charge of the supply chain management. Supply chain management is a cross-function approach including managing the movement of raw materials into an global organization, all aspects of the internal processing of materials into finished goods, and the movement of finished goods out of the organization and toward the end-consumer

MAIN ACTIVITIES

This function is assisted by a team of managers and has to ensure that:  this team participates in the development of a strategy concerning the end to end supply chain  this team receives clear goals and objectives  this team is properly motivated and managed

Strategic level  Choose the correct Supply Chain Model adapted to our needs and our way of functioning  Optimize the strategic network, including the number, location, and size of warehousing, distribution centers, and facilities.  Form strategic partnerships (networking) with suppliers, distributors, and clients, creating communication channels for critical information and operational improvements such as cross docking, direct shipping, and third-party logistics.  Define product life cycle management, so that new and existing products can be optimally integrated into the supply chain and capacity management activities.  Align overall process strategy with supply strategy.  Define an HRM strategy, where the two facets of people strategy and HR functional strategy are considered.  Define a transportation strategy, including frequency, routes, and contracting.  Define a finance strategy for the supply chain, so that all the OCB supply sites complies with legal obligations and the MSF financial directives. Tactical level  Sourcing contracts and other purchasing decisions for all sites  Ensure production overview, including contracting, scheduling, and planning process definition.  Make inventory decisions, including quantity, location, and quality of inventory.  Report on the whole of the ‘end to end’ supply chain, with a quarterly analysis on changes/improvements to be made  Make regular internal and external benchmark studies of all operations and implement best practices throughout all the OCB supply sites.  Focus on client demand, constraints and habits. Operational level  Have a production and distribution planning overview of the different supply sites, including all bottlenecks in the supply chain.  Overview, analyze and adapt the production scheduling for each facility in the supply chain  Implement a demand planning and forecasting, coordinating the demand forecast of all clients and sharing the forecast with all the OCB supply sites.  Sourcing planning, including current inventory and forecast demand, in collaboration with all suppliers.  Have an overview and coordinate inbound operations of all the OCB supply sites, including transportation from suppliers and receiving inventory.  Have an overview and coordinate production operations of all the OCB supply sites, including the consumption of materials and flow of finished goods.  Have an overview and coordinate outbound operations of the different supply sites, including all fulfillment activities, warehousing and transportation to clients.  Respect order promising, accounting for all constraints in the supply chain, including all suppliers, manufacturing facilities, distribution centers, and other clients.

REQUIRED PROFILE  An acute knowledge of business management and administration.  Should possess leadership qualities and managerial abilities.  An ability to constantly monitor the supply chain.  Strong strategic skills to be able to make the project cost effective.  A strong and dedicated understanding towards the client’s needs and basic requisites.  Good written and oral communication skills for interacting and coordinating work within the different departments and units  Strong organizational skills with the ability to handle multiple tasks.  Ability to work with diverse group of professionals in close cooperation.  Fluent English and French, both written and spoken.  At least 5 years of experience in the international supply chain business  Previous experience in a non-profit organization is an asset
