WASH ENGINEER INDIA

Job Location: Kolkata based in the State of West Bengal (100%) no field visits required

General Description of the Programme:

GOAL has been working in Kolkata (Calcutta) for over 33 years, supporting over 20 local NGO implementing partners through various project works. With a shift in GI’s programme strategy in 2008 the emphasis was on detailing the geographic areas of intervention, the nature of needs at the community level and the key local actors with which GI would work. As of 2010 projects are funded in GOAL India under MAPS in the identified 9 area based interventions; 4 rural and 5 urban, implemented by 12 local partners. The strategies GI adopts are in order to achieve its strategic plan, stressing the importance of contributing to appropriate, sustainable and measurable improvements in the Health , Education and Livelihoods status of the poorest of the poor during and beyond the lifetime of this strategy. Going forward from 2011, GI will continue its prioritization of mainstreaming for HIV and Gender and give more focus to mainstreaming of Child Protection in the country programme with the planned appointment of a Child Protection Officer full time in early 2011. The GI team is comprised of 1 international staff (CD) and a professional and experienced local team of 17. All are involved in the different aspects of project visits from checking the financial control of the partners to assessing the impact of their work on the beneficiary communities.

The South Asia region is particularly vulnerable to natural disasters. The GOAL India office is expected to respond immediately to such tragedies such as earthquakes, cyclones or floods.

General Description of the Role:

The main role of the WASH Engineer is to coordinate the activities of the WASH in Schools Programme. To date GOAL India have provided sanitation and drinking water facilities to 479 schools as of February 2011 with the current 2011 programme reaching out to 100 schools
The WASH Engineer will report directly to the Programme Manager and will coordinate through the Technical Officer and Technical Assistant with Partner staff to ensure delivery of the programme activities with on-going support/monitoring visits. He/she will also liaise closely with the WASH Coordinator responsible for the hygiene promotion and related softer components of the WASH Programme.

The WASH Engineer will be responsible for the delivery on the design and construction aspects of the WASH Programme in Schools, including (but not limited to) planning of activities to be implemented, supervision of the activities to ensure that the agreed minimum standards are met, sound financial management of these activities, the overall support provided to partner WASH programme staff.

Key Duties:

• To coordinate and monitor the partner WASH teams and GI Technical staff and ensure that all work is implemented according to the proposal and implementing procedures from school selection to design to various trainings / meetings and that the programme is completed within the specified timeframe and to a high standard
• To develop and implement appropriate and cost effective WASH school designs, using appropriate technology where possible and in consultation with school teachers/students, GI staff and partner staff.
• To ensure the development of accurate Bill of Quantities (BOQs) for all WASH school interventions in liaison with the GI Technical staff and partner team
• To develop accurate budgets for all school specific activities and monitor the actual spend against school specific budgets highlighting / justifying any variances.
• To monitor all expenditure on these partner budgets and ensure that there is no significant variance between approved budget lines
• To contribute to the compilation of donor proposals and reports in conjunction with the appropriate staff
• To support the SMT in planning and programme development and the application of management tools including the Plan of Action, Procurement Planning and the Budget Monitoring Tool
• To ensure all activities are carried out in accordance with local government procedures (e.g. site selection)
• To carry out any other reasonable duties as requested by the PM and/or CD
• If the WASH Engineer has the required skills he/she can also assist the WASH Coordinator in the promotion of teacher/student participation and ownership through liaising with the beneficiaries, establishing, training and supporting operational maintenance committees and ensuring that activities are as transparent as possible

Requirements:

• Degree in Water and Sanitation Engineering, or related subject
• Minimum of 7 years’ experience of project management
• Essential to have experience of implementing WASH programmes in schools and to have received training and have relevant experience in ‘School Led Total Sanitation’ (SLTS) programmes
• Experience in hygiene promotion in schools and in promoting participation relevant to WASH programme design and implementation including set up and training of operational and maintenance committees.
• Experience of working with communities and community-based organisations
• Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities
• Ability to implement effective projects with sometimes limited resources.
• Excellent computer skills including familiarity with Autocad (latest version), Microsoft Word and Excel.
• Outgoing personality with excellent communication skills.
• Good team player, flexible and capable of working with a multinational country team.
