Job Description (Roles and Responsibilities)

The British Bilateral Embassy in Belgium is part of a world-wide network, representing British political, economic and consular interests overseas.
The Facilities Management Client Unit (FMCU) is seeking to recruit a Global Maintenance Investment Programme (GMIP) Manager to join its dynamic Commercial Team.
Based in Brussels and reporting to the Senior Commercial Manager, the successful candidate shall be responsible for managing the world wide Global Maintenance Projects, ensuring service benefits and Health & Safety projects plus contractual targets are delivered to specification.
A major part of the role shall involve developing and maintaining key stakeholder relationships with FCO head office London, Posts and Suppliers; ensure efficient funding, obtain regular updates to report actual status and financial performance to date including any potential issues and key risks. These updates shall form part of the FMCU/ESD monthly KPR process. He or she will manage a small team geographically located with responsibility for optimising the efficiency and effectiveness of the service provided, striving for continuous performance improvement and increasing value for money.
The successful candidate will be experienced in Financial and Project Management, be stakeholder smart, innovative, energetic and a self starter. He or she will thrive on challenge, have the drive and resilience to see a job through and deliver exceptional standards in customer service. Good IT and analytical skills are essential. Language skills and knowledge of Prism are desirable.

Main Duties/Responsibilities

1. Financial Management:

  • Preparation and submission of annual Admin & Capital budgets;
  • Preparation and submission of monthly financial reports with commentary;
  • Monitor Global Maintenance project funding allocations and track financial performance;
  • Ensure the monthly reconciliation of the information provided in the Global Maintenance project trackers, PRISM and Hyperion;
  • Financial compliance and assurance; ensure proper financial controls are in place and being followed; including the review the departments FCPI scores;
  • Updating of forecasts on Hyperion;
  • Meet FCO reporting deadlines;
  • Prepare and submit Government Property Unit annual and adhoc data requests;
  • Prioritising expenditure for Global Maintenance Programme.

2. Project Management:

  • Prepare and maintain 3 year rolling Global Maintenance Project Programme – Admin & Capital;
  • Produce monthly project status reports with commentary, highlighting key risks and issues;
  • Supervise project trackers managed by the team; ensuring information is accurate and up to date;
  • Ensure compliance to applicable internal procedures and policies in all activities.

3. Contract Support:

  • Provide formal commercial support of the FCOS Service Level Agreement for the TWO network and the TWS contract with Morson.

4. Team Management:

  • Manage the integration of the administrative team; explaining internal procedures; motivating and contributing to a good working atmosphere; facilitating the timely implementation of tasks and achievement of objectives;
  • Coordination and control of the Non-FM commercial team geographically located (2 assistants).

Essential qualifications and experience

Essential Qualifications:

  • Degree in accounting and finance or equivalent;
  • At least 5 years experience of financial and management of accounts;
  • Strong IT and analytical skills – complete familiarity with Microsoft Excel.

  • Strong organisational, analytical, project and time management skills, combining attention to detail with an ability to see the wider perspective;
  • Decisive, resilient under pressure and flexible with a proven track record of delivering results to a high standard within tight deadlines;
  • Ability to work with contacts and colleagues at all levels, including the ability to bring different groups of stakeholders on board.

Desirable qualifications and experience 

  • Knowledge of Prism, Prism Projects, Pyramid and Hyperion;
  • Experienced in financial, Ppoject and team management;
  • Skilled working with multiple currency accounting;
  • Language skills in any other language in the Posts included in the GMIP will be an asset.

The successful candidates will be subject to professional background checks and security clearance.
The monthly salary for this position is €4,133.84 gross, at C5 level (The UK Missions in Belgium salaries are not subject to annual indexation).
Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.
