Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an International Secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
 
Afghanistan Programme
 
In 2016, Afghanistan stands at a critical juncture that will determine its future as a country. The new democratically elected government has taken power against a backdrop of withdrawing international forces. While immediate prospects for peace remain unclear, what is certain is that long-term stability cannot be secured unless a sustained effort is made to tackle corruption in the country. In 2015, Afghanistan ranked 166 out of 168 countries on TI’s Corruption Perception Index and 90% of citizens said corruption is a problem in their daily lives. Needed reforms can only take place with high level political will to address corruption.
 
Since 2012 TI has been working on Afghanistan actively seeking to change this, and is now on the breakthrough point of establishing a sustainable presence in Kabul with the programmatic and operational support of a Berlin-based team. By developing and implementing a 3-year Programme on Afghanistan (2016-2019), TI is taking the challenge to play a crucial role in tackling corruption and improve transparency, integrity and accountability at the national level. July-December 2016 is a critical period to deliver discrete outcomes for TI’s work in Afghanistan, which is the basis of seeking issue-expert consultants.
 
OBJECTIVE
 
TI is inviting expressions of interest from a highly skilled and motivated consultant to undertake the role of Policy, Advocacy and Program Lead for the Afghanistan Program. The consultancy is envisaged to provide support on a rolling basis to the Asia Pacific Department (APD) of Transparency International Secretariat (TI-S) and its national partner in Kabul, from July until December 2016.
 
The PPL consultant is a programme and strategy expert who will lead the development of TI strategy on Afghanistan by overseeing policy, advocacy and programme management. He/she plays a key advisory role to the Regional Director (RD) and project team, makes analysis-based decisions on activities and priorities to be pursued and achieved in a timely manner in consultation with the RD, and facilitates knowledge sharing across the project team and stakeholders.
 
EXPECTED OUTPUTS AND DELIVERABLES
 
  • Provides advice to the Regional Director (RD) on Afghanistan and project content; Act as country and programme expert and interlocutor with donors, partners, and senior-level stakeholders;
  • Act as a centralisation of consultancy services, ensuring collectively all activities are met in consultation with APD;
  • Manage Programme's budget and framework and provides accurate, high-quality financial and narrative reports for both internal and external use;
  • Leads the development of TI policy and advocacy on Afghanistan by developing and managing all projects, plans and actions;
  • Act as security assessment and rapid response lead in close consultation with the RD and TI-S;
  • Play a key role in securing long-term funding for the APD from 2017 and TI Afghanistan from 2019;
  • Empower capacity building by sharing knowledge and learning and improving systems and processes relevant to the Programme's demands.
 
SELECTION CRITERIA
 
THE CONSULTANT SHOULD HAVE THE FOLLOWING QUALIFICATIONS:    
  • Capacity to be Berlin based (valid VISA) and willingness to travel to Kabul, Afghanistan
  • Minimum of 7 years’ experience with an International NGO or International Organisation, or Multinational Organisation with a demonstrated in depth knowledge and experience of programme management, advocacy and policy work; 
  • Masters in Social Science or relevant discipline;
  • Knowledge and experience advocating for social change in complex settings;
  • Knowledge and experience developing policy based on research and civil society consultation;
  • Good understanding of strategic campaigning,  advocacy and theory of change;
  • Knowledge and experience working on related programme development and implementation;
  • Analytical and problem solving skills;
  • Proven range of experience in programme development & management, including staff and budget management skills;
  • Experience in developing and integrating advocacy strategies into programmes in highly sensitive political environments;
  • Behavioural role model for peers;
  • Ability to adapt to different cultures. Experience with Asian cultures is desirable;
  • Proven commitment and sensitivity to gender issues;
  • Experience with insecure environments and security policies implementation.
 
REMUNERATION AND COSTS
 
The consultant can anticipate a 40-hour weekly commitment until 31 December 2015;
 
The indicative fee range for these consultancy services is 22.000-28.200 EUR total (negotiable based on experience and commencement date);
 
Eligible expenses (determined in contract) will be covered by TI, including business trips.  If the consultant is not currently Berlin based, financing for travel to Berlin can be discussed;
 
TI will cover insurance for any business trips, however it will be the responsibility of the consultant to secure this insurance.
