Context:
Under the direct supervision of the Resource Management Officer (RMO) Somalia Coordination Office in Nairobi, the incumbent will take leading role in planning, organizing and coordinating the activities of the finance unit.
Core Functions / Responsibilities:
  1. Undertake Supervision of IOM Somalia finance unit (Finance Assistants in account payable, account receivable and treasury) and ensure they carry out their duties properly and provide them with technical guidance.
  2. Provide technical support related to Accounts and IOM rules, regulations and procedures to Finance personnel in All IOM Somalia Offices
  3. Monitor financial activities of sub offices in Somalia and update the RMO on any concerns or matters that require further action / follow up
  4. In Coordination with the RMO, prepare the missions projectization and regularly review the criteria used per project activities
  5. Update the Staff Payroll projectization Monthly in coordination with the RMO
  6. Ensure internal control systems in place are followed and point areas of weaknesses to the RMO with appropriate suggestions of improvements needed
  7. Ensure that the coding of all accounting documentation is prepared according to the Organization practices and rules;
  8. Assist the RMO in Preparing the annual budgets and monitoring of the actual expenditures and commitments against the Budget
  9. Responsible for the preparation of monthly Financial reports and ensuring the same are reviewed by the RMO and forwarded to the Project Managers
  10. In Coordination with the RMO, and the Project Managers, prepare the financial reports for Review by RAS prior to submission to the donors
  11. Ensure Monthly Bank Reconciliations for all IOM Somalia Bank accounts are done and follow up on clearance of the old pending items.
  12. Review and Verify all Payments and documents submitted by suppliers and other service providers before approval by the RMO
  13. Verify and release payments processed through Citi direct and maintain mission’s bank balances, ensuring that mission’s cash reserves are adequately replenished.
  14. Supervise and provide technical support to the TSY Unit to ensure that the disbursement of funds meet the documentation requirements of the IOM established procedures
  15. In coordination with the RMO, PIU, PID and ACO, compile the documentation required for projects creation, create new project structure in PRISM and submit it for activation.
  16. Responsible for the mission monthly accounts closure
  17. Follow up and respond to queries raised on accounting and finance matters by RAS related to Monthly checklists, RMO, Other field Missions, headquarters and auditors
  18. Undertake periodic Cash counts including the Month end cash counts and certify that they are in agreement with PRISM Cash Journals balances
  19. In coordination with Finance Assistants in the sub offices, Monitor cash and Bank Balances in order to ensure there are sufficient funds available for the project activities
  20. Train New Prism Users, and seek assistance from the RMO and Prism Helpdesk where needed
  21. Ensure on a monthly basis that all debtors and creditors accounts are reconciled and action taken towards clearance of the outstanding items
  22. Conduct regular visits to the sub offices under the supervision of RMO for assurance of IOM policies compliance and placement of internal control procedures.
  23. Undertake review of Monthly returns for completeness before dispatch to RAS, Manila
  24. Perform any Other Duties as may be assigned
Required Qualifications and Experience
Education
  • Masters/Bachelor’s degree, Qualified CPA (K) or ACCA or related fields of study.
  • At least 2 years professional and supervisory experience in all areas of finance and common services preferably with an international organization.
Experience
  • Prior experience in usage of SAP an added advantage.
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
  • Mature individual, able to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines and working with minimal supervision.
  • Proficiency in computer skills, especially in MS Office products
Languages - Fluency in English, working knowledge of Somali is an advantage.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
