Context:
Under the overall supervision of the Department of Operations and Emergencies (DOE) Coordinator, and the direct supervision of the Disarmament, Demobilisation and Reintegration (DDR) Coordinator, the Senior Monitoring & Evaluation Assistant will provide specializes assistance for the overall monitoring and evaluation across the DDR Unit. The successful candidate will be required to support and facilitate the timely and effective delivery of all programmes in the unit against the performance set out in the Monitoring & Evaluation Plan (ME Plan).
The overall objective of the DDR Unit in Somalia is to contribute towards longer-term stabilization efforts through rehabilitation and reintegration of potentially destabilising population segments. Additionally, IOM’s engagement in reconciliation and reintegration activities is to support the socio-economic reintegration of youth at risk through offering of alternative livelihood opportunities in their transition towards a productive civilian life. The position will be situated at the IOM Somalia Mission coordinating office in Nairobi, with regular travel to DDR Unit programme sites in Somalia.
Core Functions / Responsibilities:
  1. In coordination with the DDR Coordinator, and the IOM Somalia Project Development and Monitoring Unit (PDMU), lead the implementation of the M&E strategy, including participating in the design and development of practical tools, which add to DDR strategic and operational plans.
  2. Consolidate work plans and M&E plans for the DDR unit, incorporating all programme and project activities with clearly measurable indicators and outputs.
  3. Participate in the monitoring and evaluating of overall progress and achievements against agreed indicators as described in the results framework, coordinate activities with the PDMU.
  4. Prepare progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and suggests specific recommendations and mitigation actions to the DDR Coordinator for improving efficiency and effectiveness of the projects.
  5. Undertake regular visits to the field to support implementation of M&E and assist in identifying where adaptations may be needed.
  6. Consolidate and report on progress of project activities in line with donor requirements.
  7. Provide technical assistance to implementing agencies where applicable in ensuring that the information on progress made with respect to proposed activities is made available in a timely manner.
  8. Support training opportunities and workshops to help DDR staff to understand the information and monitoring system and their responsibilities within the system.
  9. Provide technical assistance to the DDR Unit, and promote a culture of lessons learning and generation of knowledge, involving all project staff and where needed allocate specific responsibilities.
  10. Provide input on all communication and advocacy related activities of the project within the results framework.
  11. Perform any other duties assigned
Required Qualifications and Experience
Education
  • University Degree or higher in Project Management, Research/Statistics, and Social Sciences is required and 5 years of relevant experience or school diploma with 7 years of relevant experience.
  • Experience in planning, design and implementation of M&E systems; M&E methods and approaches and data/information analysis especially related to donor agency projects.
Experience
  • Technical writing skills and advanced knowledge of Microsoft Office with proven proficiency in Access, Excel and PowerPoint. Knowledge of SPSS and other statistical packages is an advantage.
  • Sensitivity in working with vulnerable populations and experience of handling confidential information.
  • Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds.
  • Experience of building relationships with a wide range of colleagues and partners.
  • Proven ability to manage competing priorities under pressure, meeting deadlines and work with minimum supervision.
  • Experience of monitoring and evaluating programmes in Somalia is an advantage.
Languages - Fluency in English, working knowledge of Somali is an advantage.
