Cordaid Project Officer and Finance Officer

The Cordaid Field Office in Nairobi is rolling out an European Commission Humanitarian Aid Department (ECHO) funded Drought Emergency Assistance 2011 in Moyale, Marsabit, Isiolo, Samburu and Mandera districts. The project will run for the next 8-9 months.

This is a drought emergency response project in Kenya and in line with Drought Cyce Management and Community managed Disaster Risk Reduction strategies and will be implemented by a Cordaid Emergency Team in collaboration with by a number of local facilitating organizations/partner organizations of Cordaid.

For the management of this project the Field Office in Nairobi is looking for a

Project Officer

The project officer will work in close collaboration with a programme manager, financial officer and other staff in the Cordaid Field offices In Nairobi and Moyale. The workstation will be Marsabit, with frequent travelling to all project areas.

Key tasks and responsibilities will include:
  • Overall management of the program in order to ensure achievement of objectives in time and within agreed budget;
  • appraising of project proposals and work plans and advise on decision making;
  • monitoring of approved projects (with regular field visits);
  • accompaniment of partners in implementation of the project;
  • documentation of lessons learnt and sharing of these lessons with stakeholders;
  • organisation of workshops for partners;
  • writing of progress and final reports for Cordaid and external donors,
  • participation in relevant coordination and networks,
  • preparation of TOR’s for specialized consultancy services,
  • organize and facilitate press/campaigning visits from the Netherlands and Kenya.
We invite candidates who hold the qualifications indicated below:
  • University degree in a relevant field, preferably social sciences
  • Minimum of 4 years experience in emergency or food security program management, preferably in the ASAL areas of Kenya
  • Experience and knowledge of drought cycle management/emergency response and Community Managed Disaster Reduction Approaches
  • Experience in procedures, systems and reporting procedures of ECHO and/or Cordaid
  • Social skills for management of relationships with local partners and for accompaniment and guiding of partners in the humanitarian aspects and implementation of their activities
  • Proven ability to communicate at professional level, to work within a team and to participate in (donor) networks
Finance Officer

The finance officer will work in close collaboration with the Programme Manager, Project officer and other staff in the Cordaid Field offices. The workstation will be Marsabit, with frequent travelling to all project areas.

Key tasks and responsibilities will include:
  • Responsible for the financial management of the program through supervision, co-ordination, monitoring and reporting;
  • to assess program proposals financially,
  • to review and verify all purchase and tender procedures and advise on the release of funds to implementing partners;
  • to plan and monitor project expenditure against the budgets and provide monthly updates to program team and programme manager;
  • to provide technical advise to the implementing partners related to financial management, systems and control;
  • to prepare monthly financial reports to Cordaid office and prepare regular reports and final reports to Cordaid;
  • to prepare financial updates; to assist in the organisation of workshops for partners; to facilitate third party visits to the program.
We invite candidates who hold the qualifications indicated below:
  • University degree and professional accounting qualifications of at least CPA II
  • Minimum of 4 years experience in program accounting,
  • Experience in accounting for ECHO funding is a distinct advantage
  • Experience in financial planning, monitoring and reporting to meet donor requirements.
  • Social skills for management of relationships with local partners and for accompaniment and guidance of partners in financial management and accounting of their activities.
  • Proven ability to communicate at professional level and to work within a team.
