Job Summary

Under the supervision of the Head of Section (Small States, Environment and Economic Management), the Economic Adviser (Climate Change & Sustainable Development) will provide advice on sustainable development issues and lead on the following thematic areas: climate change and the Lake Victoria Commonwealth Climate Change Action Plan; human settlements; and mainstreaming environmentally sustainable development. S/he will be required to support the implementation of Commonwealth ministerial-level meetings; develop and implement programmes and projects, as well as publications, briefings and outreach addressing the priority concerns of member states on sustainable development.

Task Description

As the lead for SEEM work on climate change and sustainable development, the post-holder will:

· Take a senior technical role in the SEEM team on climate and sustainable development concerns.

· Develop and deliver programmes to promote action on climate change and sustainable development in member countries, working closely with other staff members in the Section.

· Take a lead in developing and implementing the Section’s work on climate change, including: climate finance; trade and climate change concerns of small states and LDCs; policy support towards a Green Economy; achievement of climate-adapted and resilient economies in member states; and supporting highly vulnerable member states to participate effectively in climate negotiations.

· Advise and work with other Secretariat divisions in addressing sustainable development priorities in their programme delivery and implementing the Lake Victoria Commonwealth Climate Change Action Plan.

· Guide other policy work on environmentally sustainable development, taking a lead in the preparation and implementation of short ministerial-level meetings on environment and human settlements.

· Monitor, analyse and brief on developments in the fields of climate change and sustainable development.

· Support, and liaise with, the Head of Section in the setting of strategic priorities and in the management of the work programme.

· Undertake project and budget management.

· Provide advice, briefings and other input as appropriate to the Secretary-General and Deputies Secretary General. This includes support to the Secretary-General in his Good Offices for the Environment Role.

· Provide advice and support to the Commonwealth Secretariat on implementation of its Green Strategy.

· Represent the Commonwealth Secretariat at international meetings, as necessary.

· Undertake public speaking, facilitate workshops, seminars, consultations and conduct assessment missions, as necessary.

· Establish and maintain partnerships and other working relationships with key agencies.
