TEAM PURPOSE: To provide advocacy, lobby and policy analysis to Oxfam.

JOB PURPOSE: To lead on the delivery of analysis and lobby work on food as part of Oxfam's priority Economic Justice Campaign.
Hunger is the one of the greatest injustices of our times. In 2008 the global food price crisis pushed the number of people that go to bed hungry over one billion for the first time in history. And yet the planet currently produces enough food for everyone. We have the means to end today's hunger, but power and politics prevents it happening.
Limits to the planet's resources, especially agricultural land, fresh water, and the atmosphere's absorptive capacity, mean that if we are to end hunger permanently, we must rapidly transform how we use these resources.
The next phase of Oxfam's priority Economic Justice campaign will focus on the reforms to the global food system needed to address the hunger of today, and ensure food for all tomorrow in a resource constrained world.
This crucial role will lead on public policy and lobby work around the economics and global governance of food, working with campaigners and media staff towards achieving food justice for those living in poverty today and sustainable food for a population of 9 billion in 2050.
The post holder will understand international trade, development, food and agriculture issues in the context of campaigning for food justice in a resource constrained world.
Key to success will be clear strategic thinking, excellent policy analysis and comprehension of relevant areas of international economics, policy and governance. They will also work closely with policy advisers on climate change and sustainable agriculture to deliver integrated policy approaches and advocacy strategies for the campaign.

Key Responsibilities

  • Assume a central role in Oxfam's global Economic Justice Campaign, undertaking key leadership responsibilities in providing high quality political and policy analysis on issues of economics and international governance relevant to global hunger and resource scarcity (eg trade, aid, commodity speculation, energy policy and other areas).
  • Lead on the development of new analysis and policy on economic and governance reform that will help tackle global hunger - including commissioning, writing and researching policy and advocacy products.
  • Work with policy advisers in other areas to integrate thinking on food justice with Oxfam's work on climate change and sustainable agriculture.
  • Work with the media team and UK campaigns to develop and implement communication and mobilisation strategies that maximise Oxfam's influence.
  • Actively lobby and influence key decision-makers within the UK and EU and other relevant international institutions and fora, in particular the World Bank and Rome Institutions.
  • Act as a spokesperson for the organisation, and communicate Oxfam's views to the UK and International media, and the general public more broadly.

Skills and Competence

  • A post-graduate degree in economics, development or a related field (E)
  • Knowledge and experience of working on food/hunger issues and of relevant international institutions and fora (E)
  • Knowledge and understanding of how food/hunger relates to issues of climate change, agriculture, social and humanitarian policies (D)
  • Knowledge and experience of working on relevant (to hunger/food) international economic issues and of related policy and global governance issues - such as trade, foreign direct investment and financial markets (D)
  • Knowledge and understanding of how resource scarcity (land, atmospheric space, water, energy) is likely to impact on issues of hunger and development (D)
  • Experience of developing advocacy strategies and lobbying key government targets and international institutions (E)
  • Excellent communication skills including the ability to produce written materials for various audiences and purposes (E)
  • Commitment to Oxfam's humanitarian principles and action and commitment to Oxfam's equal opportunity and gender policies (E)
  • Computer literate, and strong English language skills (E)
