Program Manager, East Africa

I. GENERAL INFORMATION:

II. PRIMARY PURPOSE & FUNCTION:

The program manager assists the regional division in achieving TechnoServe’s corporate and regional goals by supporting the delivery of donor and client commitments, knowledge management as well as effective, impactful and quality programs in East Africa.

III. DUTIES & RESPONSIBILITIES:


Duties Related to Field Program Management Support

  • Support orientation of new program managers and field staff to get up to speed on program management methodology tools
  • Assist field program managers and mobilization managers to develop work plans and charters during the start-up phase of programs
  • Support program managers to adjust work plans and program strategy during implementation
  • Undertake the role of interim program manager for East Africa projects, as requested
  • Support Country Directors and the Regional Director to prepare annual plans and as well as longer-term strategies, as needed
  • Manage consultants and volunteers as required

Duties Related to Knowledge Management

  • Develop knowledge management pieces and marketing collateral
  • Develop and implement KM strategy for East Africa including: organization of practice groups around priority topics, forums to share lessons learned, task forces, etc
  • Liaise with knowledge management HQ to extract relevant materials and provide input and contribute to corporate knowledge on behalf of East Africa Division

Duties Related to Supervision of Associate Program Manager

  • Manage Associate Program Manager, East Africa Division
  • Liaise between field staff and corporate staff to ensure 1) optimal HQ support for field operations, and 2) sufficient field engagement in key HQ initiatives
  • Ensure maintenance of central record of all key donor deliverables for projects in the East Africa division
  • Oversight and quality assurance for the collection and analysis of core indicators and tracking progress on key donor deliverables
  • Oversight and support for the delivery of timely, high quality donor reports
  • Ensure project spending is in accordance with donor and annual budgets by monitoring burn rates and raise any issues with the relevant manager

Duties Related to Donor and Stakeholder Engagement

  • Liaise with US-based donors as designated by Regional Director to ensure timely communication and donor satisfaction
  • Participate in relevant stakeholder meetings to represent TechnoServe East Africa, as agreed with the Deputy Regional Director
  • Other duties and responsibilities as assigned

IV. QUALIFICATIONS:

  • A Masters degree in international development, international relations, economics, business administration or other relevant subject
  • At least 4 years of work experience in international development; work experience in Africa preferred
  • Must demonstrate deep knowledge of the East Africa economic, social and development context
  • Must be detail oriented with strong organizational, analytical, and quantitative skills
  • Most possess excellent writing skills as well as editing/proof-reading skills
  • Proven team player with strong interpersonal and cross-cultural skills
  • Excellent PC computer skills in Word, Excel, PowerPoint and Internet
  • Ability to anticipate demand, manage multiple tasks/ projects, and meet tight deadlines
  • Willingness to travel internationally and domestically, as necessary (approx. 30% of the time)
