JOB TITLE: Finance/Admin. Officer
LOCATION: Accra, Ghana
LEVEL: E1 National
CONTRACT TYPE: Open-Ended
SALARY: GHS 9,888 - GHS 13,319 (Annual Gross)


JOB PURPOSE:

Responsible for providing financial, administrative and secretarial support to the Ghana Country programme, ensuring that policies, procedures and minimum standards of accounting and administration are complied with.

Dimensions

  • Carry out tasks within guidelines laid down by supervisor.
  • Tasks are usually routine but will require the use of initiative and/or basic planning.
  • Transaction processing.
  • Managing and monitoring resources / systems.
  • Required to gather and give financial/admin information to supervisor and managers
  • Contributes to improvements in finance/admin processes.
  • Resolves day to day problems.

Key Responsibilities

Financial Accounting:
  • Ensure that all financial transactions are accurately, properly and timely recorded in PeopleSoft (General Ledger), in accordance with Oxfam policies, procedures and guidelines
  • Process payments in line with approved budgets, ensuring compliance with Oxfam and donor's procedures and using correct account codes
  • Maintain the Country Office petty cash fund and related cashbook
  • Maintain bankbooks for all bank accounts
  • Prepare monthly bank reconciliations to reconcile bankbooks and bank balances
  • Maintain and regularly update the float register
  • Ensure that all accounting documents are regularly and properly filed
  • Participate in the preparation of monthly cash forecasts
  • Participate in the preparation of the monthly report


Administration:

  • Facilitate organization of workshops, conferences and meetings
  • Facilitate visa applications and travel arrangements for visitors and staff
  • Office management, including guards, cleaner
  • Manage incoming and outgoing correspondence, including filing
  • Provide secretarial support to the Country Director
  • Manage the front desk
  • Provide support for procurement of goods and services in line with policies and procedures
Line Management:
  • Line and performance manage the reporting staff

Skills and Competence

Essential:
  • Higher National Diploma (HND) Accounting, or Degree in Accounting, and/or part-professional accounting qualification
  • At least two years practical experience in finance & office administration
  • Knowledge and understanding of standard financial policies, procedures and practices
  • Good level of financial and numerical skills
  • Good communication skills both written and verbal
  • Good interpersonal skills and ability to work as part of a team
  • Computer literacy, including proven knowledge and experience of word processing and spreadsheets (preferably Microsoft word and Excel)
  • Ability to manage competing tasks; ability to prioritise and produce high level output consistently.
  • Ability to work under pressure and meet deadlines
  • Must be responsible, proactive, organised and accurate
  • Strong sense of honesty and integrity and personal commitment to the goals of Oxfam, including Gender and Diversity
Desirable:
  • Experience in NGOs finance and administration processes
