Background
Southern Sudan is on the brink of history-making change. In July this year South Sudan will become the newest nation in the world. It is an exciting and inspiring period to work in a country with some of the lowest development indicators in the world, where Oxfam needs to do some of its most essential work. We have been working in southern Sudan for 27 years, through the civil war and through to the peace, delivering water, sanitation, health messaging, livelihoods opportunities, emergency assistance and now entering into programmes to assist building dialogue and opportunities for peace at a local level. Oxfam works with a wide range of people, from direct delivery of assistance, through to helping local organisations and new government to establish themselves and grow effectively. Oxfam GB's main office is in Juba, with operational bases in the states of Lakes and Upper Nile. Our dedicated emergencies team responds to disasters across all the states of southern Sudan. In a challenging context of change, we need a person with a strong sense of integrity and personal commitment to help us further Oxfam's mission in our Programme, as Operations Manager - Programme.

The Role
We're looking for a dynamic and capable individual to lead and manage our programming team. You will be a key member of the Senior Management Team, overseeing all the programmes in South Sudan, ensuring quality and timely delivery. You will work with the Programme Managers on planning and delivery of programming, providing them with effective leadership and support, while also linking the programmes with the support services in Juba. Problem solving, analysis, planning, monitoring and leadership are key elements to this role. Additionally you will deputise for the Country Director as needed, and engage in representation with donors and government. You will work with Oxfam's technical advisors, to ensure the programme Oxfam delivers on the ground is if the highest quality, and also develop new short-terms programmes, while Oxfam extensively plans its future engagement in a new country. You will travel frequently to the field to maintain consistent programme links and leadership. As a member of the Senior Management Team, you will be involved in shaping the strategic development of Oxfam GB's programme in southern Sudan.

The Person
To take on this role, you will need to be an experienced programme manager with strong financial management skills, accustomed to working with limited supervision. You will have experience of managing multi-sectoral programmes, preferably including Food Security, Livelihoods, Gender, Peace-building or Public Health programmes, and have worked in both humanitarian and development settings or conflict areas. You will be educated to degree level (preferably in a relevant subject) and bring excellent analytical abilities and a sound understanding of Oxfam's humanitarian and development policies. First-class planning, monitoring and impact evaluation skills will be essential for this role, as will strong communication skills (written and verbal). You should be willing to live and work in a physically challenging environment.
