Finance and Contracts Specialist - Rural Infrastructure/EDF Programme Financial Management

The Finance and Contracts Specialist will be responsible for managing the programme finances in compliance with European Development Fund (EDF) financial and contract procedures.

Qualifications and skills
- An appropriate higher university degree. Should be a qualified accountant in possession of any of the following professional qualifications: ACCA, CPA, CIMA or equivalent.

General professional experience
- Not less than 10 years of working experience in financial Management and resource mobilisation. At least 5 years post qualification experience in labour-based rural development programmes involved in accounting, monitoring of resource utilisation and management of works, supply and service contracts.

Specific professional experience
- Practical application of all aspects of financial management
- Practical experience of project management, Accounting procedures and preparation of annual budgets.
- Knowledge of the operations of decentralised and collaborative management including monitoring of resource utilisation.
Adequate knowledge of EDF funding procedures including preparation, procurement and administration of contracts for small scale labour-based works.
- Demonstrated capacity in computer software packages for financial management and database management.
- Fluency in English
