Finance Officer International Center for Transitional Justice (ICTJ)

ICTJ seeks a part-time Finance Officer who will work 50% of his or her time for its office in Kampala, Uganda. The ideal candidate will have at least five years of experience in financial management and will ensure compliance to the finance policy, administrative procedures, the national laws and other related organizational policies. This position will be based in Kampala and will report to ICTJ’s Head of Office.

RESPONSIBILITIES:

• Oversee all financial aspects of ICTJ activities in Kampala in collaboration with the Head of Office, and the NY office.
• Participate in the preparation and consolidation of country plans and budgets including monitoring their implementation in accordance with organization policies.
• Full management of country grants and budgets, ensuring compliance with reporting and audit requirements; liaising with HQ staff on financial reporting; confirming that all expenses are correctly reflected in the NY accounting system.
• Take lead in procurement of goods and services in compliance with organization policy including, use and safe guard of organizational assets.
• Oversee all office accounting and maintain tight fiscal control of all transactions.
• Develop annual and monthly operating budgets, follow up on financial transactions and finalize monthly financial reports to send to ICTJ Cape Town and ICTJ New York Offices.
• Prepare expense reports, record and reconcile all payments and receipts, and prepare financial reports.
• Reconcile all accounts in accordance with the organization’s chart of accounts and finance policy.
• Prepare requests for funds/claims for refunds to submit to ICTJ New York.
• Liaise regularly with ICTJ New York regarding financial issues.
• Perform other duties as necessary and as requested.

QUALIFICATIONS:

• A minimum of a Bachelor’s Degree in Commerce, Business Administration, Financial Management, or professional Accounting/ Finance qualifications i.e CPA, ACCA or related disciplines.
• Minimum of five years of specific accounting experience.
• Strong background of working with civil society organizations.
• Experience with budget drafting and oversight.
• General knowledge of audit best practices and basic formal accounting.
• High level of professionalism and attention to detail.
• Ability to work in an intensive and fast-paced work environment with a wide range of partners.
• Computer literacy; proficiency in MS Office Applications, Advanced Excel, Pastel or Quick Books.

OTHER: This is a one-year contract that may be extended for at least another additional year, depending on performance and the availability of funding.
