The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Strategic Planning and Membership Department (SPM) advises the Secretary-General on strategic challenges and their implications for the Union in the fast evolving telecommunications/ICT environment; develops forward-looking strategic proposals to the ITU management team with a view to ensuring that the organization meets the objectives assigned by the membership; plans and coordinates the corporative and strategic activities with a view to ensuring their accordance with membership objectives; organizes and provides secretariat services to the Plenipotentiary Conference, Council, and other meetings in the general secretariat in order to achieve a high level of involvement from Member States and Sector Members, develops and maintains sound relations with Member States, Sector Members and other entities, the UN and other international organizations. The Department is also responsible for providing expert advice on communication and promotion strategies, developing and implementing the Union's corporate communication plan in cooperation with the three Sectors and with the view to promote ITU leadership in the field of telecommunications and ICT.
Duties / Responsibilities
The ICT project consists in creating an Information and Communication Technology (ICT) Visitors Center to showcase the history and future of ICTs. (The project is herein after referred to as ICT-E). ICT-E is a state-of-the-art museum which will be located in ITU Headquarter in Geneva. It will comprise two parts. A permanent exhibition area will touch upon the history of ICT and show how today's development of technologies is influencing our lives. It will also look into the trends of the future, as well as ITU's ongoing activities and contribution to the global ICT environment. A second, temporary exhibition area will focus on special services and cutting-edge technologies. This area will benefit from sponsorship by companies which will be able to exhibit their products in demonstration booths of their own design.

Reporting to the Head of the Corporate Strategy Division (CSD), the ICT Visitors Center Coordinator will liaise with the external company chosen to build the museum and then manage the day-to-day running of the museum, ensuring consistency with ITU strategy, commitments and goals.
  • Oversee the handover of the space from base build to fit out. Interface with the service provider for the design and construction of the ICTE and external partners for the acquisition of exhibition items. Collaborate with the design and construction service provider to develop the exhibition scenario and identify innovative display methods for the ICTE collection.
  • Plan and schedule project timelines and milestones using appropriate tools. Identify and manage project dependencies and critical path. Identify potential crises and devise contingency plans. Troubleshoot problem areas. Create and monitor production and installation schedules.
  • Liaise with Membership, Sector Members, UN bodies, other international organizations, the private sector, academic society and research institutes for the acquisition of collections and also to raise awareness of the ICTE. Proactively seek contributions to the ICTE collection and oversee acquisitions. Coordinate intersectoral contributions regarding content to be displayed. Plan exhibition schedules. Oversee exhibition care and maintenance, inventory, storage conditions, insurance of items.
  • Implement the sponsorship programme and contribute to sponsorship/donation agreements. Build and maintain relationships vital to the success of the project.
  • Implement curatorial policies, procedures, objectives for the development and maintenance of collections. Responsible for the museum development, especially in the area of visitor services.
  • Deliver progress reports, proposals and presentations for all stakeholders. Organize training for staff with respect to utilization of exhibition services. Prepare, organize and contribute to the implementation of training activities, workshops, conferences and other events.
  • Ensure maintenance of all related documentation and records, including cataloguing of collections. Establish programmes of events, which aim to encourage broader audiences. Prepare ICTE brochures and content for the ICTE website.
  • Performs other duties as required.
  • Qualifications required
    Education:
    Advanced university degree in project management, business administration, telecommunications, communications, museum studies or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least five years of progressively responsible experience in project management capacity, including all aspects of process development and execution. This experience includes at least two years at the international level, preferably in working positions related to museums or visitor experiences
    A Doctorate in a related field can be considered as a substitute for two years of working experience.
    Languages:
    Excellent knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish), and very good knowledge of a second official language. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

    Annual Salary: (Net of Tax)
    108,142.- 144,327.- USD without dependants
    115,854.- 155,243.- USD with dependants
