This position is located in the Office for the Coordination of Humanitarian Affairs (Geneva). The temporary position reports to the Chief of the Information Services Section, which is part of the Communication Information Services Branch (CISB).

Within limits of delegated authority an under the direct supervision of the Chief of the Information Services Section, and the overall supervision of the Chief of the Communications and Information Services Branch, the Information Management Officer will be responsible for the following duties:

Assists in designing, organizing, planning and managing the collection, evaluation analysis, compilation and dissemination of data and information on humanitarian issues.

Contributes to improving information management practices including: needs and business process analysis; organization and maintenance of the OCHA’s information assets; policies and procedures, with an emphasis on technological applications.

Supports the project management of information management projects; performing feasibility studies, systems analysis, design, development and implementation as well as the evaluation and testing of application improvements and new systems.

Advises users on the most suitable application software for different information management tasks; researches, analyses and evaluates relevant applications of information technology to information management, and makes recommendations for their deployment.

Provides training and technical support on data and information collection programmes at the country level; trains staff within the Office in Geneva in use of information management systems, including document management and content management systems.

Supports the development, implementation and management of database(s) used to support humanitarian preparedness and response.

Contributes to the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific information management-related subjects/issues, serves as reporter to such events.

Guides other Sections and Units seeking expertise in information architecture, content organization, and metadata, including the use of content management systems.

Researches and maintains reference/resource information on specific information management topics and policy-related issues; including the application of emerging technologies in humanitarian preparedness and response.

Participates in technical assistance, disaster assessment or other missions.

Performs other duties as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

QUALIFICATIONS:

Education: Advanced university degree (Master’s Degree) in political science, sociology, law, international relations, information management, management, geographical information science, or related field; or the equivalent combination of education and experience in web management.

Experience:

i.Demonstrated and proven experience in the use and application of information management systems in humanitarian response (complex emergencies and/or natural disasters).
ii.Previous experience in the application of web management in a humanitarian response (complex emergencies and/or natural disasters) is desirable.
iii.Experience in an operational UN Agency, HIC or with OCHA is desirable, but not essential.

Language: Fluency in written and spoken English is essential; fluency in one or more official UN languages is desirable.

Other skills: Certified training in SharePoint is desirable.
