Logistics Coordinator - Emergency Response in Libya

JOB SUMMARY

The Logistics Coordinator will supervise all the logistics management systems activities in the country office and all sites in Libya, at the direction of the Country Director and the Global Logistics Manager.

ESSENTIAL RESPONSIBILITIES

1. Logistics Operations

• Implement logistics management systems according to internal Logistics Guidelines and take the lead in matters pertaining international and local procurement and tender procedures, contracting, commodities import, warehousing, transport (international and in-country), vehicle fleet management and asset management, distribution support and mandatory reporting, ensure proper set up of new sites or closure of sites when project activities end)

• Requisition of assets according to the project budget lines and maintaining and developing a proper asset and inventory control and tracking system

• Make thorough assessments of the logistics issues in emergency situations (airports, trucking fleets, warehousing, access routes etc.) and continue assessment to note relevant changes in post-emergency period

• Manage all commodity movements, including secure warehousing, inventories, delivery, distribution, and end use supported with appropriate evidences and reports on commodity movements and problems encountered, as well as their resolution

• Assist and advice the Country Director and other senior managers within the organization on logistics procedures in order to support the projects in the most timely and cost efficient way

• Participate in new projects planning and ongoing projects pipelines execution, as appropriate

• Manage the supply chain on medical, non-food, food and items by ensuring that the program staff is well-informed and well-prepared for incoming pipeline and related schedule

• Ensure timely reporting on stock status and help Program staff with planning of stock replenishment

• Submit regular weekly and monthly logistics reports to in-country management team and HQ logistics pursuant to internal Logistics Guidelines

• Coordinate with Logistics Cluster and UNJLC (where applicable), donors, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule distribution of commodities on a regular basis as programmed, as well as to ensure adequate information sharing and address common concerns/problems and seek solutions

• Oversee the team of end-use monitors to verify that distribution has occurred according to the intentions and plans of the donors and project partners

• Negotiate and verify adherence to conditions and terms of the commodity transport contracts in consultation with HQ logistics department

• Ensure adequate transport means and review transport related documentation

• Locate and negotiate terms for adequate warehousing with security

• Ensure that warehouses are adequate, well-maintained, and meet basic safety and health requirements

• In absence of dedicated technical staff supervise small scale construction projects (where required)

2. Compliance

• Oversee logistics operations and reporting, ensuring compliance with the organizations policies and procedures, Donor regulations and local laws

• Monitor, evaluate and report on all logistics activities

• Report regularly to headquarters, providing timely updates

3. Human Resources

• Oversee the recruitment and selection of qualified logistics field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors

• Provide assessment and reports of the job performance evaluations of logistics staff members

• Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to logistics staff

• Maintain open lines of communications with all field staff

4. Training/ Capacity Building

• Determine training needs for the field staff

• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs

• Advocate and plan for professional development for expat and national staff

5. Working Relationships

• Maintain frequent communication with the Country Director and Global Logistics Manager to ensure logistics activities are communicated

• Work with program, finance and logistics staff to ensure the coordination of logistics and procurement activities

• Interface with national government and relevant agencies as necessary

6. Representation

• Represent the organization to government officials, shipping and clearing agents, transport companies, and partner representatives in a positive and professional manner

• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

7. Security

• In absence of Security Officer (where required) ensure adequate staff and commodities security related activities are implemented and ensure coordination within the organization and with relevant external parties in case of potential or ongoing security risks

• Ensure application and compliance of security protocols and policies

Requirements

• Extensive experience (5 years minimum) in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management, distribution support

• Proven record on the ability and experience of the management of logistics team on a senior level

• Academic degree in logistics or relevant field (desired).

• Experience with donor specific procedures related to logistics

• Management of budgets and ability to prepare timely, complete and accurate reports

• Ability to conduct training workshops in all areas of logistics for national and international staff (suitable to staff knowledge level)

• Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring

• Strong organizational and problem-solving skills with analytic approach

• Strong interpersonal, management and leadership skills

• Ability to work in participatory manner with staff to assess needs, implement and monitor activities

• Ability to integrate and work well within multiethnic and multicultural team

• Ability to work in harsh conditions, often in remote areas.

• Valid driving license

• Proficiency with MS Word and Excel (minimum requirement).

• Prior experience of logistics software use (desired)

• Strong negotiation, interpersonal and organization skills

LANGUAGES

• Ability to read, write, analyze and interpret, technical and non-technical in the English language

• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players

• Ability to speak Arabic or French is preferred
