ORGANIZATIONAL CONTEXT

The Director of Division Emergency, Security and Supply (DESS) will provide operational guidance in relation to emergency, security or supply developments and will, through the relevant Emergency Officers, ensure focus on the specific geographical areas.

The Director of Division of Information Systems and Telecommunciation (DIST) will provide guidance on overall ICT’s (Information & Communication Technology) strategic direction and ongoing technical guidance to ensure corporate standards for ICT equipment are met. The position will have a strong liaison and coordination function between DESS and DIST

Contacts with internal and external parties will be mostly an exchange of information/advice on wide range of issues related to the function.

FUNCTIONAL STATEMENT

Under the operational supervision of the Director of DESS and with appropriate technical guidance of the Director of DIST and in close consultations with the Snr Emergency Preparedness and Response Officers and Snr Emergency Coordinators of the Emergency Preparedness and Response Section (EPRS), Field Safety Section (FSS), relevant units in DIST (both at HQ’s and in the field), Supply Management Service (SMS) and the Bureaux, the incumbent of this position coordinates all technical and operational needs for Information and Communication Technology (ICT) matters for effective emergency response.
The specific responsibilities include:
1. Closely follow up on current emergency operations with a view to evaluate the existing emergency ICT systems and provide necessary inputs to the Bureaux, DIST and DESS in relation to initial emergency Information and Communications Technology ( ICT) response needs;
2. Based on the developing emergency situation, provides advice and support in the area of ICT for contingency planning; plays a coordinating role involving HQ’s and field based ITS staff to ensure appropriate ICT hardware and services at the initial phases of emergencies are available. Liaises with DIST on operational standards to be met during various phases of emergency operations in terms of ICT services. Reviews - and prepares, when appropriate, ICT related contingency plans and suggests improvements to ensure effective initial ICT response;
3. Reviews ICT component of country Minimum Operating Security Standards (MOSS) proposals, provides necessary inputs to Field Safety Section (FSS), DIST and UNHCR country Representatives to enable effective operational framework, which would ensure effective operations without jeopardizing staff safety;
4. In close consultations with DIST relevant units, assesses ICT specialized deployment equipment, staffing and budget needs, addresses immediate requirements and advises the Chief of EPRS as appropriate;
5. In consultation with and under the guidance of the Director of DESS and the Director of DIST takes active part in the inter-agency bodies and working groups in the ICT sector to review and coordinate with existing UN and UN Specialized Agencies communication and IT systems, particularly those for emergency deployments and security communications, with a view to integrate systems to avoid interference and duplication of resources; monitors international regulatory bodies decisions and potential impact on emergency operations and provides updates and suggestions the Director of DESS and the Director of DIST;
6. In close coordination with DIST HQ’s and field based staff, reviews and develops stand-by arrangements in relation to ICT emergency and quick deployment response for UNHCR and provides updates and suggestions to the relevant units in DESS and DIST both at HQ’s and in the field ;
7. Ensures UNHCR implementing partners operational requirements in the ICT sector are addressed and provides updates and suggestions to the Director of DESS and the Director of DIST in this domain;
8. Advises the Director of DIST of ICT solutions for emergency situations and establishes Service Level Agreements with internal and external parties for the development and deployment of ICT solutions to emergency operations;
9. Provides the Security Service with specific technical solutions, advises on technological evolution and suggests updates to the Chief of FSS;
10. If needed, in close collaboration with DIST, initiates purchases of any specific or standard ICT equipment required for emergency deployments;
11. Monitors DIST supply chain stockpile capacity and deployment capacity and the use of the joint DIST/DESS emergency stockpile of ICT equipment and provides necessary updates and suggestions to the Chief of EPRS to maintain or upgrade these functions;
12. Builds a global UNHCR knowledgebase of its active ICT networks and national regulatory decisions (licenses);
13. Establishes an Service Level Agreement (SLA) with DIST for the provision of ICT equipment to emergency operations to satisfy the requirements of ESS.
14. Assesses and tests equipment and technical solutions for emergency tools for ICT response and uses technological awareness to design and develop innovative emergency tools for the ICT response;
15. Participates in technology-review processes conducted by DIST and ensures integration of emergency/security needs as appropriate;
16. Provides training and designs materials for use in emergency or security related training events in the area of telecom/IT;
17. Provides, when applicable, coaching, counseling and training to the ICT staff and users of ICT on emergency deployments;
18. Proactively and strategically involved, in close consultation and collaboration with DIST, in the design and identification of new and innovative telecoms solutions for emergency situations;
19. Participates and serves as coordinator for ICT matters at the Workshop for Emergency Managers and other emergency and security related training events organized by DESS;
20. Performs any other responsibilities/functions deemed necessary or as delegated by the Chief of Section EPRS in close coordination with the Deputy Director DIST in order to meet the required level of the services in the organization.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

An Advance University degree in Electrical, Electronic or Information Technology Engineering supplemented with a specialised diploma in Telecommunication.
Minimum 10 years of job experience with a progressively responsible functions in an organisation or a service or a corporation that provides extensive telecommunication or IT services to a large clientele. Out of these 10 years, a minimum of five years should be in the functional area at the field level that is directly relevant to the current position in UNHCR.
Up to date and broad knowledge of ICT products and services and extensive knowledge of UNHCR IT and Telecom systems.
Hands-on experience and exposure to a wide range of telecom technologies (HF, VHF, UHF, satellite, telephony, connectivity and power generation) and wide range of IT systems (servers, workstations, printers, routers).
Provides support in the area of ICT for contingency planning in developing emergency, plays a coordinating role involving headquarters, and field ITS staff to ensure appropriate ICT hardware and services at the initial phase of emergencies.
Proven ability to deal with multiple tasks in a courteous and service oriented manner under stressful working conditions.
Good communication and strong interpersonal and negotiation skills to deal with staff members of different cultural and educational backgrounds.
Proven skills to coordinate among different units, services and agencies.
Strives to live up to high ethical and professional standards.
An outgoing personality and a team player with service oriented attitudes.
Excellent knowledge (written /oral/comprehension) of English and French (both essential), any other UN language will be an asset.
