SME Development and Sector Technical Specialists, West Bank/Gaza

We are currently seeking long- and short-term SME competitiveness and sector specialists for an upcoming multiyear program in West Bank/Gaza. The project aims to improve access of small and medium-sized Palestinian firms to the global economy through strengthening the competitiveness and export potential of at least four sectors essential to the future prosperity of the Palestinian economy: 1) agriculture and agribusiness, 2) stone and marble, 3) tourism, and 4) information technology. Positions are contingent upon ACDI/VOCA being awarded the program.

Responsibilities:

  • Provide innovative sector analysis and recommendations for improved competitiveness and upgrading within selected value chains.
  • Design and manage direct firm-level assistance to SMEs working in key subsectors; assistance may include resource allocation, financial management, workforce development, quality control, and procurement systems.
  • Oversee day-to-day field operations of the enterprise development component.
  • Actively seek opportunities for integrating SMEs with BDS, vocational training, workforce development and related enterprises.
  • Facilitate linkages between producers groups and processors, including development of sales contracts, creating and attending meetings between actors to kick-start partnering, and screening potential producers to meet the requirements of the processors.
  • Provide relevant technical assistance to producers and/or SMEs in other critical upgrading activities as needed.

Qualification:
  • Minimum of a bachelor's degree (master's preferred) in investment finance, microfinance, business administration, and/or business management.
  • Minimum of five years' experience in areas such as banking, financial analysis, microfinance, venture capital, and investment banking, with at least five years' experience in developing-country context.
  • Expertise in business, enterprise development, entrepreneurship and marketing.
  • Demonstrated commitment to sustainable, market-oriented solutions.
  • Demonstrated ability to collaborate, willingness to innovate and ability to think systematically.
  • Strong communications skills (oral, written, cross-cultural).
  • Previous experience in West Bank/Gaza or the region preferred.
