Assignment: Technical Assistance to Build Capacity of Ugandan Organic Agricultural Exporters to Access the United Kingdom Market

1. Background

The Commonwealth Secretariat was approached by the National Organic Agricultural Movement of Uganda (NOGAMU) for assistance to enhance market access capacity of organic agriculture produce to UK market.

The National Organic Agricultural Movement of Uganda (NOGAMU), established in 2001, is a membership organization which unites farmers, producers, processors, exporters and other key stakeholders in the promotion of organic agriculture in Uganda. In addition, the organization represents partner Community Based Organisations (CBOs) and Non Government Organisations (NGOs) throughout the country and abroad to achieve its goals and objectives.

Organic agriculture exports have been growing steadily over the past decade. The range of products being exported include fresh vegetables, fresh tropical fruits, dried fruits, coffee, tea, cotton, sesame, spices, honey and other forest products. Major market destinations for Uganda’s organic agriculture products include the United States, Germany, and the United Kingdom.

Presently only 4 out of the 44 Uganda’s organically certified companies are exporting to UK. Only a narrow product range is currently exported to UK. There is potential for further 11 categories to enter into UK.

2. Purpose of the project

The overall goal of this project is to contribute to Uganda's economic development through export diversification.

3. Description of the project

The main objective of the project is to conduct a market access study on Ugandan organic agricultural exports to UK, examining main market access constraints and ways to enhance the market access capacity.

4. Scope of work

The consultant(s) will work closely with the Project Manager from the Special Advisory Services Division (SASD) and, using internationally acknowledged methodology, will perform the following tasks:

  • Conduct export market audit for Ugandan organic agriculture products
  • Develop an export marketing plan
  • Identify market entry strategies
  • Provide recommendations on short, medium and long term strategies that should be put in place to improve the country’s export capacity.

  • Conduct a regional supplier / buyer forum
  • Identify key buyers from UK to attend the forum
  • Prepare a detailed action plan, budget and strategy for increasing Ugandan organic agricultural exports to UK

5. Consultants’ output

  • An in-depth Market Access Study on Ugandan Organic Agricultural Exports to UK
  • Detailed action plan, budget and strategy for increasing Ugandan organic agricultural exports to UK
  • Export marketing plan

6. Expected project outcomes

  • Increase awareness of market access requirements to UK
  • Increase organic agricultural exports volume
  • Increase Export earning
  • Improve the livelihood of small to medium scale farmers

7. Key performance indicators

  • All project deliverables produced within budget and schedule
  • Interim outputs and final reports accepted by the National Organic Agricultural Movement of Uganda (NOGAMU) and other key stakeholders

8. Responsible to:

Project Manager/ Advisor (Trade), Special Advisory Services Division or his/her nominee

9. Required expertise

  • Proven international expertise and experience in Organic Agriculture Export Market Development
  • Extensive knowledge on market access issues relating to exporting organic agricultural products to UK
  • In depth knowledge and good relationship with UK retail sector (supermarkets) marketing organic agriculture products
  • Proven international experience of conducting projects of similar nature
  • Post graduate qualifications in International trade / economics/ international marketing / international business / law are desirable.
  • Excellent communication skills are essential, as is the ability to interface effectively at all levels

10. Duration and project budget

The total duration is 15 person weeks. The project budget is at an all inclusive fee of £37,200.00 (includes fees, subsistence allowance, air travel expenses, Incidentals and any other project related costs).

11. Submission of proposals

You are required to submit a proposal which should include the following:

  • Resume of consultant(s)
  • Proposed approach to effectively deliver the outputs
  • Budget and time lines
