Evaluation: Influencing of Poilcy and Public Management in Bolivia

As part of a larger organisational undertaking to better capture and communicate the effectiveness of its work, Oxfam GB desires to rigorously assess the effectiveness to date of the “Influencing of Policy and Public Management” (IPPM) project in Bolivia, which sought to influence the direction of public management in the fight against inequality.

Project Description: The “Influencing of Policy and Public Management” project, implemented by Fundacion Jubileo, has worked to influence the content and implementation of public policies in order to reduce the levels of poverty and inequity in Bolivia.

It has sought to: • Contribute to civil society’s access to information on development financing and debt. • Increase civil society’s knowledge of national and sub-national budgets to facilitate its influence on budgetary decision-making. • Influence the direction of public policies to reverse inequality. • Enhance and accompany civil society for the development of regulations and policies, with emphasis on the areas of transparency, access to information and social control.

Fundacion Jubileo, among other activities, produces analysis, reports and communications on the subjects outlined above; it is seen as one of most important partner organizations providing macroeconomic analysis in Bolivia. As such, the project’s communication of information to women’s and social organizations has been seen as particularly important.
