Position Title Institutional Development Manager

Location 40% travel to selected areas of War Child’s operations, including regular travel to Kabul, Afghanistan.

Contract Permanent full-time contract, subject to funding renewal

Background War Child Canada empowers children and young people to flourish within their communities and overcome the challenges of living with, and recovering from, conflict. We have tripled the size of our operations and reach of our programs in the past four years and have ambitious plans for the future with the launch of a new strategic plan.

Over the next five years we will develop our focus on three issues that significantly shape the lives of children and young people: 1) Education: school reconstruction; teacher training; literacy; numeracy; accelerated learning; physical safe spaces for learning. 2) Access to Legal Justice: direct legal representation; training and sensitization on rights of women and children. 3) Livelihoods: vocational skills training; food security; micro-finance including small business management and small loans.

Cross-cutting themes of gender, conflict sensitivity and child protection are incorporated into the WCC project cycle. Additionally, a vital component in WCC’s international programming is the development of strong, respectful partnerships with local communities and organizations. By building sustainable projects through participatory methodologies and through building the capacity of local partners, WCC is able to ensure the delivery of appropriate and effective development projects. WCC is currently operational in Afghanistan, Sudan, Uganda, Sierra Leone, Democratic Republic of Congo, Ethiopia, Sri Lanka and Haiti.

Direct reports Supervision of the Research and Institutional Development Co-ordinator

Position summary The position will lead and develop WCC’s institutional development engagement strategies with existing and potential donors in North America, Europe and the field. The position will pro-actively build and develop donor relationships, lead and/or support the proposal development process at the head office and field, and provide practical capacity building support, mentoring and training to field and key WCC partners.

Required education, experience, knowledge, skills Education  Post graduate level in international development or related field. Experience and Knowledge  A successful track record in initiating, cultivating and securing support from a range of institutional and government donor agencies.  At least two years field experience, preferably working in insecure or conflict-affected areas in Africa or South Asia. Technical Knowledge and Skills  Demonstrated ability to lead and finalise large scale strategic funding proposals coordinating input from a variety of sources.  Superior writing, editing and proof-reading skills.  Able to influence and convince colleagues on how/when to approach relevant donors.  Networking and relationship building ability with institutional donors  Excellent organizational skills with an ability to prioritize, work pro-actively under pressure and manage multiple time-sensitive priorities.  Strong working knowledge of the funding mechanisms and priorities of a range of institutional donors, such as UN agencies, CIDA and USAID.  Ability to work well at all levels, including an ability to provide practical, hands-on training and support with community-based NGOs.  An excellent understanding of project cycle management (including analytical tools, stakeholder analysis, project planning and budgeting).  Knowledge of funding trends and development issues, especially related to WCC’s programming focus.  Computer proficiency in Word, Excel, Outlook and PowerPoint Core Competencies and Personal Qualities  Excellent interpersonal and diplomacy skills.  Ability to problem solve and work with minimal supervision.  Ability to work well with a team.  Willingness and ability to regularly travel to insecure environments and to comply with security protocols.  Pro-active, adaptable and flexible. Desirable  Experience of providing training, mentoring and/or capacity building support.  Written and spoken French.  Technical programming skills or a specialization in at least one WCC program sectors

Duties Donor And Partnership Development Time: 30%  Establishes annual institutional development strategies and targets, aligned with organizational,departmental and field strategies, to develop multi-year projects and programs, in close liaison with the HQ and field staff.  Lead at a global level, WCC engagement strategies of key strategic prospects, ensuring there are cultivation and stewardship plans in place with government and institutional donors in Canada, US, Europe and in the field.  Monitors and updates annual operational plans for institutional donor revenue streams through quarterly reviews and re-forecasts.  In liaison with the Institutional Development and Research Co-ordinator, identifies, researches, cultivates and solicits institutional and government donor prospects for WCC including strategic mapping against donor priorities.  Represents WCC at key meetings with institutional donors as appropriate.

Duties Proposal Writing Time: 30%  Reviews all requirements specific to each funder and designs a proposal development strategy to align with these requirements.  Synthesizes and analyzes all information gathered to ensure new project alignment with overall proposal strategy.  Conceptualize, develops and writes concept notes, funding proposals and funding presentations for submission to potential institutional donors, in dialogue with the Senior Program Manager, Program Managers and field staff.  Assists Country Offices in writing and submitting institutional funding proposals  Be the organisational expert lead on strategic institutional funders, providing Country Offices with strategic guidance and advice in managing their local relationships  Provide support in collaboration with WCC field offices to address feedback from funder.

Duties Training And Capacity Building Support Time: 30%  Supports key WCC NGO partners with an emphasis on the Afghan Women’s Council to develop and implement sustainability strategies.  Contributes to building capacity and support for WCC country offices, including conducting overseas visits when appropriate to assist with fundraising efforts, evaluate fundraising systems and build in-country fundraising capacity through mentoring, support and training.  Provides additional technical assistance to staff as required.

Duties Staff Management Time: 10%  Provides direct line management support, guidance and supervision to the Research and Institutional Development Co-ordinator.
