Responsibilities
1. Under the direct supervision of the Chief Budget Officer (CBO), the incumbent will perform all functions relating to the overall coordination of all aspects of the mission’s budget formulation and allotment management; 2. The incumbent will be responsible for the following duties: Review, analyze and revise data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements as well as Result Based Budgeting inputs submitted by cost-center managers and/or section chiefs; 3. Provide support to managers with respect to the elaboration of resources requirements for budget submissions including ensuring that requests accurately reflect legislative mandates; 4. Administration of allotments, including redeployment/reallocation of funds where necessary, ensuring that such requests are fully substantiated; 5. Review all requisitions generated by the Mercury system for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds; 6. Administer and monitor extra-budgetary resources, including review of agreements and cost plans and submission of annual substantive reports, ensuring compliance with regulations and rules and established policies and procedures; 7. Review and make appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures; 8. Draft responses to issues raised by Headquarters (Field Budget and Finance Division (FBFD), Office of Programme Planning, Budget Division (OPPBD)) relating to submitted cost estimates and implementation of the approved budget; 9. Prepare monthly reports on the status of allotments; 10. Monitor obligations/expenditures and review unliquidated obligations on a regular basis; 11. Provide guidance to Mission personnel with respect to UN rules and regulations and accounting and financial reporting requirements; 12. If delegated certifying authority, act as a Certifying Officer under Financial Rule 110.4 to ensure that proposed financial obligations and expenditure are in accordance with approved funding allotments and the UN regulations and rules; 13. Assist the Budget Section the implementation of International Public Sector Accounting Standards (IPSAS) and Enterprise Resource Planning (ERP); 14. Act as a member of formal oversight and decision-making bodies established in the Mission, including the Local Committee on Contracts and Local Property Survey Board; 15. Perform other related duties as required.

QUALIFICATIONS

Education
Advanced University degree (Master's degree or equivalent) in public and business administration, management, finance, accounting, economics or finance-related field. A first level university degree in the above-mentioned fields with a combination of relevant academic qualifications (certification/training in budget or finance) and significant experience in budget and finance may be accepted in lieu of the advanced university degree.

Work Experience
At least 5 years of progressively responsible experience in business administration, finance, public administration, accounting, economics, including significant responsibilities in budget preparation, resource planning, budget monitoring and analysis of implementation. Knowledge of budgetary procedures, policies and practices. Experience at the international level is desirable.

Languages
Fluency in spoken and written English or French; knowledge of a second UN language is an advantage and sometimes a requirement. Fluency in the local language may be essential.

Other Skills
Experience in the use of Enterprise Resource Planning (ERP) Systems and knowledge of International Public Sector Accounting Standards (IPSAS) are an advantage. Designation is required for “officers who may receive moneys, incur obligations and make payments on behalf of the Organization (regulation 5.8c) of the UN Financial Regulations and Rules. The designation process consists of review of working experience, educational background and professional qualifications to ensure that the candidates meet requirements to carry out significant financial duties.
