Purpose of position: | |
To promote effective cooperation of the RC/RC Movement components to share and/or align resources and actions in order to ensure effective service delivery to people affected by the Haitian earthquake. Experience shows that technical sector coordination and leadership in defining program quality standards within the Movement and with external actors must be a priority to ensuring a well organised and effective RC/RC Movement response. As more Red Cross and Red Crescent partners as well as the Government of Haiti and large multilateral and bilateral international donors engage in the technically and politically challenging process of socio-economic recovery in a predominately urban context, it becomes imperative for the IFRC to provide the highest level of technical leadership and convening power. The context of working in a complex urban renewal environment in a resource poor setting and a weak political framework is challenging for any organization but stretches the Red Cross movement's capacities to a new limit. This position requires a strategic and operational approach to facilitating technical excellence in longer term recovery and capacity building context which includes participatory approaches with urban constituencies but also an increased role of the HNRCS (headquarters and branches) and its partnering RC/RC sister National Societies. The Federation Secretariat specifically has the responsibility to ensure it is providing effective technical support services to its membership while promoting membership adherence to strategies, policies, and agreements which will maintain and uphold the image and integrity of the Federation and Movement. This requires that effective coordination mechanisms be established in all stages of the programme management cycle, and includes information management and external relations coordination. At the operational level, this position is required to support a technical standard setting, integrated strategic planning, monitoring and evaluation approach within both a Movement Coordination Framework and within a shifting external political and donor stakeholder environment geared to more effectively advocate for and provide services to beneficiaries, engage in short and long term planning, and to support the HNRCS in relevant and sustainable OD and CB initiatives. The Technical Movement Coordinator/Deputy Country Representative is the designated second in command after the country representative ensuring implementation of technical program quality in partnership with the Head of Integrated Neighbourhood Approach, the Head of National Society and Knowledge Development and the Head of Support Services. The Head of Technical Movement Coordination is responsible to oversee the implementation of the Federation Wide Strategic Framework for Haiti ensuring assessments and updates as needed in the fluid context. He/She will be accountable for implementing an effective Planning, Monitoring, Evaluation and Reporting Framework to go along with the Federation Wide Strategic Framework. He/She is accountable, under the direction and guidance of the Federation Representative for supporting and assisting the Operating National Society in utilizing Movement resources in the most effective and efficient way and that the humanitarian intervention is coherent within a common framework. | |
Description of Duties: | |
Lead the technical movement coordination team which will guide and lead the movement wide implementation of the new Federation Wide Strategic Framework with a strong focus on technical excellence, incorporating best practices and highest technical standards in predominately urban redevelopment settings. Programmatic and functional areas of importance include shelter and settlements, reconstruction, water, sanitation and hygiene promotion, disaster risk management, livelihoods, violence prevention, information management, evaluation, accountability and learning Manage the implementation of key components of the Movement Cooperation framework related to technical excellent in programming; these include programme technical committees, and the performance and accountability working group; provides strategic input and support to the Strategic Coordination Committee and the High Level Focus Board as needed. Lead the development of technical partnerships with the Government of Haiti, technical inter-agency cluster working groups, movement partners and the international and local private sector. Develop new opportunities for resource development with multilateral and bilateral donors and the private sector including overseeing proposal writing. Lead the PMER unit and Information Management team as part of a harmonized structure ensuring technical excellence in program design and monitoring, evaluating and reporting. Promoting coherence and/or complimentary alignment of Red Cross and Red Crescent partner actions with the HNRCS own strategic plans, and with the strategic plans of the Haitian Government, international organizations and aid agencies without compromising Red Cross and Red Crescent principles and values. Lead the process to assess and update the Movement Coordination Framework with other key stakeholders to ensure continued relevance in Haiti (adopting new structures as needed) and to promote the modernization of such frameworks in complex recovery operations Oversee the Movement Learning Strategy for Haiti based on strategic knowledge gaps and expressed interest of stakeholders; ensure the learning strategy produces relative 'leave behind' products for the members and are disseminated in ways that contribute to learning Oversee the process of impact evaluation of the 1.1 billion CHF portfolio of the membership to support evidenced based learning and to contribute to accountability to beneficiaries and proper donor and public stewardship; Assume the role of the Deputy Country Representative in the absence of the Country Representative ensuring representation of the International Federation and liaising with counterparts from Participating National Societies, the ICRC and external partners, such as the UN agencies, NGOs, donors, bilateral and multilateral organizations, and missions active in the country, within the mandate of the key tasks and responsibilities set in this job description. While acting for the Country Representive provide management oversight of and support to the CRs direct reports, including but not limited to the Heads of National Society Development, INA and Support Services. LATERAL RELATIONSHIPS: Ensure effective working relationship with the Regional Representative. Ensure effective working relationships with the Operating National Society counterparts and leadership. Ensure effective working relationships with head of missions of Participating National Societies and of ICRC. Ensure effective working relationships with technical teams and services units and departments at Zone and Global Secretariat level. ACCOUNTABILITY: To ensure efficient and effective management of Federation resources in the operations/programmes under the areas of responsibility. To ensure that the International Federation Secretariat in Panama and Geneva, through the relevant counterpart(s), is kept fully informed on cooperation/coordination developments in the country and on the operations/programmes within areas of responsibility. To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation. To seek management and policy advice and guidance as required. | |
