PROGRAM/DEPARTMENT SUMMARY:
The Design, Monitoring and Evaluation (DM&E) team is focused on supporting and advancing the state of DM&E practice across all levels of the agency – project, country, regional and agency-wide. It forms a critical component of the broader agency Strategy and Learning Initiative that seeks to drive greater evidence-based decision-making for greater program impact and accountability. The DM&E team works directly with agency leadership – in country and at headquarters – to strengthen DM&E by positioning it as a strategic functional area that is a critical mechanism for learning and is a part of good business practice for the agency. The team represents Mercy Corps at external events to ensure our experiences are helping to shape the field and to ensure that Mercy Corps keeps abreast of developments in how donors and peer agencies approach M&E. The team accomplishes this through the following mechanisms:

- provides individual support to country programs,
- develops easily accessible and user friendly resources based on lessons learned from field - experience,
- facilitates an active community of field M&E practitioners,
- leads and supports discrete research studies that address strategic programming questions,
- stimulates evaluation-based knowledge management and learning activities,
- promotes evidence-based decision-making across the agency and
- facilitates the development and implementation of an agency-level program metrics system.


GENERAL POSITION SUMMARY:
To enhance Mercy Corps' ability to deliver high impact programming and to learn from that programming through provision of DM&E training and individual technical support to field and HQ teams facilitating improved DM&E practice across the organization, and the development and marketing of DM&E resources. This position will contribute to the strategic direction and coordination activities of all DM&E initiatives.
