The Afghanistan Agricultural Extension Project (AAEP) site manager position exists to lead implementation of AAEP activities in Herat, Afghanistan. The goal of AAEP is to build the extension capacity of the Afghan Ministry of Agriculture, Irrigation and Livestock (MAIL) and their provincial colleagues, the Directorates of Agriculture, Irrigation and Livestock (DAILs). AAEP will have long term staff from consortium universities located at four sites (i.e. Kabul, Herat, Mazar-e-Sharif, and Jalalabad). Purdue is responsible for managing the Herat site and the Site Coordinator will be the senior Purdue staff member on site.
Duties:
· Manage Herat, Afghanistan program office to support Purdue, UC-Davis, Washington State, and other project participants, including supervision of AAEP international and Afghan staff in Herat; financial responsibility for Purdue project activities based in Herat Province and other sites; working with AAEP staff, consortium universities and Afghan partners to plan and implement extension activities that will both benefit Afghan agriculture and build the Ministry of Agriculture, Irrigation, and Livestock (MAIL)/Directorate of Agriculture, Irrigation, and Livestock (DAIL) capacity, and be the main contact for AAEP monitoring and evaluation in Herat.
· Develop crop integrated pest management extension activities for Herat extension and other extension activities based on site coordinator's expertise, interests, and local need.
· Submit required oral and written reports to the AAEP Chief of Party, a University of California-Davis staff member based in Kabul.
· Be primary contact/liaison between AAEP and Herat MAIL/DAIL office, Herat University Faculty of Agriculture and other partners.
Education:
Minimum MS degree in any Agriculture major
Experience:
Required - Four years’ experience in international development research or implementation with management responsibilities. Three months of work experience outside the US required.
Preferred - Agriculture production; management and marketing; international development; project management
Knowledge, Skills, Abilities:
Agricultural background, cross-cultural skills, strong oral and written communication skills, entrepreneurial and analytical skills; physical capacity to work in conditions including temperature extremes and unreliable utilities, communications, and transportation. Subject to post-offer/pre-employment physical examination and medical screening.
