Senior Officer , Knowledge Management Geneva

Purpose of position:
The International Federation of Red Cross and Red Crescent Societies (IFRC) views humanitarian diplomacy as an important element in supporting the collective efforts of its membership and of its Secretariat to meet the needs of vulnerable people and to address the major humanitarian challenges confronting the world today.

The International Federation Secretariat (Geneva and zones) coordinates and supports the collective efforts of the International Federation membership. The Humanitarian Diplomacy Division (herein "the Division") was created in recognition of the unique opportunities offered by more focused and forceful humanitarian diplomacy. The Division will work in new ways alongside zone offices, to ensure the Secretariat's support to the programmes, strategies and resource bases of National Societies, and to help them reach the ambitions of Strategy 2020. The Division is made up of the Strategic Partnerships & International Relations Department, the Principles and Values Department, the Communication Department the NY Delegation and the RC/EU office.

The Strategic Partnerships & International Relations Department works together with the zone RM coordinators in Africa, Americas, Asia Pacific, Europe and Middle East North Africa, to form a global Strategic Resource Mobilization team. The mission of the team is to support the implementation of the Federation-Wide Resource Mobilization Strategy (FWRMS), enabling all National Societies to maximize their income opportunities and thereby to realize the strategic aims of Strategy 2020. The FWRMS has three goals: 1) maintain leadership in RM for emergencies; 2) grow non-emergency income; 3) increase RM capacity of National Societies. The Strategic Partnerships & International Relations (RM) Department supports the implementation of the FWRMS by:
- Leveraging the international organization status through effective relationship management and strategic partnership;
- Developing a donor-centric approach through an effective knowledge management system and tools;
- Promoting a culture of stewardship and accountability through quality and tailored reporting;
- Strengthening the Resource Mobilization function in National Societies through effective training/skill sharing and strategic RM development.

The Senior Officer, knowledge management, in close collaboration with the researcher/analyst, will facilitate and encourage consistent information sharing across all levels of the IFRC. He/she will manage research, market analysis and trends, donor information/tracking, and institute resource planning. Through focusing on designated funding market segments, he/she will contribute to the overall coordination of funding requirements of the IFRC Secretariat and for its member National Societies. Acting as a focal point for the Federation-wide reporting system and knowledge sharing business model, he/she will promote the interests of actual and potential donors/partners to better inform and target funding plans of Secretariat departments, zones, country/regional offices, and National Societies. Working continuously with RM colleagues (Geneva and zones), he/she will be in charge of establishing, managing and developing a Red Cross Red Crescent Customer Relationship Management (CRM) system covering secretariat RM and linking with National Societies data collection and donor information as required. He/she will ensure that RM activities led by the Secretariat are compliant with the cooperation principles established by the FWRMS and related rules of engagement.
Description of Duties:
1. Implement an effective organization-wide knowledge management system for Strategic Partnerships & International Relations.
2. Responsible for managing donor intelligence, including:
a. Identifying, developing and coordinating funding opportunities.
b. Mapping and maintaining updated information regarding actual and potential sources of funding for the IFRC.
c. Working with the relationship managers, ensure that donor profiles are in place for all major donors, and that they are regularly updated.
d. Researching market analyses on donor trends.
e. Analyzing donor stewardship and reporting.
f. Provide donor information as needed to National Societies
3. Create, manage and develop a Customer Relationship Management (CRM) system.
4. Responsible for gathering data and analyzing, as well as facilitating knowledge sharing and networking of National Societies.
5. Coordinate and maximize flow of updated information between donors, the Secretariat in Geneva and zones and National Societies.
6. Act as focal point for the Federation-wide reporting system and knowledge sharing business model in the Secretariat.
7. Maintain RM pages on FedNet to facilitate information sharing and cross-referencing.
8. In collaboration with Senior Officer Capacity Building, provide technical solutions for supporting National Societies and the Secretariat (i.e. toolkits, webinars, blogs, instructional videos, success stories etc).
9. Research fundraising performance and potential of National Societies.
10. Collect fundraising performance data from Geneva, zones, country/regional offices, and National Societies.
11. Contribute to establishing fundraising goals based on data and research.
12. Establish a tracking mechanism to measure progress.
13. Review funding potential and inform funding strategies at global, zonal or national level.
14. Contribute to the long-term planning process in order to secure multiyear funding and improve RM on a global level.
15. Lead on the provision of RM consolidated monthly reports (focusing on donor funding updates and opportunities) for the global senior management team.
16. Compile an annual report on donor trends, profiles and opportunities for the Red Cross Red Crescent.
17. Develop appropriate partnerships with appropriate peer organizations, research centres (eg. DARA, GHA, OECD) or think tanks etc.
18. Undertake other related tasks, as requested by the Head of Strategic Partnerships & International Relations Department.

Required Qualifications
Education:
University degree in relevant discipline
Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management)
Relevant post-graduate degree or MBA would be an asset
Experience:
At least 7 years of similar professional experience including market research, market analysis, donor profiling, CRM databases, skillshare, etc.
Experience in developing and managing databases and information systems within an information service (CRM.)
Experience training users in using information systems
Project management experience
Working experience in the area of development cooperation and humanitarian aid would be an asset
Skills:
Strong knowledge of information sharing tools
Excellent information technology skills, particularly database-related
Strong knowledge of information sharing tools, and the ability to implement them
Good training and presentation skills
Proficient in reporting systems
Familiarity with developing and delivering knowledge sharing programs
Ability to lead and manage in a diverse cultural context
